R-89-22 <br />A RESOLUTION OF THE CITY COUNCIL ALLOWING THE RECEIPT <br />OF FUNDS ANDA NEW FULL TIME POSITION FOR THE EARLY CARE <br />AND EDUCATION DIVISION OF THE COMMUNITY SERVICES <br />DEPARTMENT VIA THE CALIFORNIA DEPARMENT OF SOCIAL <br />SERVICES AND. THE CCTR (GENERAL CHILDCARE) EXPANSION <br />FUNDING <br />WHEREAS, the City of Colton, Early Childhood Education Division of the. Community <br />Services Department holds one (.1 } California Department of Education (CDE) Contract, and <br />one (1) California Department of Social Services (CDSS) Contract, thus considered a CDE and <br />CDSS . Funded Agency; and <br />WHEREAS, CDSS announced.the availability of approximately $207 million General Child <br />Care and.Development(CCTR) program funds to provide direct services for California children <br />from birth to age three and school age children. Funds could be applied for via a Request for <br />Applications. (RFA); and <br />WHEREAS, The ECE Division applied and. submitted the RFA in January of2022; .and <br />WHEREAS, CDSS Notified the City of Colton it was: awarded an additional $310,438 per <br />year for a CCTR Expansion Contract; and <br />WHEREAS, CDSS is allotting for a "Three -Year Phase -In", allowing Contracted Agencies <br />to start spending the funding,. with the understanding it may take time to reach. <br />enrollmentlattendance numbers; and <br />WHEREAS,. Funding will support the addition of one full time. Community. Childcare. Site <br />Supervisor and other enhancements to the program, including additional services for 54 school. <br />age children. <br />NOW, THEREFORE BE IT RESOLVED; DETERMINED; AND ORDERED BY THE. <br />CITY COUNCIL, AS FOLLOWS: <br />Section 1: The staff report accompanying this. resolution is found to be true; adopted as <br />findings, and incorporated into this resolution. <br />Section 2: City approves the CA Department of Social Services CCTR Expansion Funds. <br />Section 3: The City Manager, as Executive Director ofthe program, is hereby authorized <br />to sign the applicable documents on behalf of the City: to execute this contract. <br />Section 4: The FY2022=23 Authorized.Position List is hereby amended to include one <br />(I Y additional full-time Community Childcare Site Supervisor. <br />
