R-85-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2001-02 WHEREAS, the voters of California, on November 6, 1979, added Article XI11-13 to the State Constitution placing various limitations on the appropriations of the state and local governments; and WHEREAS, Article XIII -B provides that the appropriations limit for the fiscal year 2001-02 is calculated by adjusting the base year appropriations of fiscal year 1978-79 for changes in the cost of living and population; and WHEREAS, the City of Colton has complied with all the provisions of Article XIII -B in determining the appropriations limit for fiscal year 2001-02 utilizing the County population index; and WHEREAS, The City of Colton must make the necessary determinations regarding the use of a cost -of -living index change and the population index change beginning in 2001-02 NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for fiscal year 2001-02 as previously adopted by Resolution R-43-01 shall be amended to $38,871,925 for the City of Colton, and; BE IT FURTHER RESOLVED, that the fiscal year 2001-02, the City of Colton selects the California percentage change in per capita income as its cost -of -living index change as determined by the California State Department of Finance and that the City of Colton selects the population index change for the County as a whole instead of the change in City population as its population index change.
