ORDINANCE NO. 0-2-23 <br /> 2 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON <br /> 3 AMENDING SECTION 10.04.130 OF THE COLTON MUNICIPAL CODE <br /> 4 RELATING TO SPEED LIMITS ON CITY STREETS <br /> 5 WHEREAS, the City Council of the City of Colton ("City") desires to improve the safety of <br /> 6 the streets and traffic circulation within City jurisdiction; and <br /> 7 WHEREAS, the California Vehicle Code (CVC) requires that all speed limits in excess of <br /> 8 25 miles per hour be established based on an Engineering and Traffic Survey (E&TS) <br /> conducted in accordance with procedures outlined in the California Manual on Uniform Traffic <br /> 9 Control Devices (CA-MUTCD) if they are to be enforceable by the use of radar; and <br /> 10 WHEREAS, these special speed zone surveys are required to be updated every seven (7) <br /> 1 1 years to continue the use of radar enforcement; and <br /> 12 WHEREAS, the City conducted a study and the study recommends the establishment and <br /> 13 renewal of valid posted speed limits for forty four (44) street segments on twenty-six (26) <br /> citywide streets within the City boundary limits; and <br /> 14 <br /> 15 WHEREAS, the City of Colton Traffic Safety Committee reviewed the prepared E&TS at <br /> its December 14, 2022 meeting and recommended approval; and <br /> 16 <br /> 17 <br /> NOW, THEREFORE BE IT RESOLVED, DETERMINED, AND ORDERED BY THE CITY <br /> 18 COUNCIL OF THE CITY OF COLTON, AS FOLLOWS: <br /> 19 <br /> Section 1 Section 10.04.130 of the Colton Municipal Code is hereby amended to read in its <br /> 20 entirety as follows: <br /> 1 Section 16.1 of Article XV adopted- <br /> Speed limits designated. <br /> 22 <br /> 23 There is adopted a section to be numbered Section 16.a. Article XV. <br /> 24 Section 16.a. Establishing valid posted State Speed Limit in Certain Zones. It is hereby <br /> 25 determined upon the basis of an engineering and traffic investigation that the speed limit <br /> permitted by State Law upon the following streets is to remain as established for safe operation <br /> 26 of vehicles thereon by reason of the designation and sign-posting of said streets as through <br /> 27 highways and or) by reason of widely spaced intersections and it is hereby declared that the <br /> prima-facie speed limit shall be as hereinafter set forth on those streets or parts of streets herein <br /> 28 designated when signs are erected giving notice thereof: <br />
