ORDINANCE NO. 0-2-23 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON 3 AMENDING SECTION 10.04.130 OF THE COLTON MUNICIPAL CODE 4 RELATING TO SPEED LIMITS ON CITY STREETS 5 WHEREAS, the City Council of the City of Colton ("City") desires to improve the safety of 6 the streets and traffic circulation within City jurisdiction; and 7 WHEREAS, the California Vehicle Code (CVC) requires that all speed limits in excess of 8 25 miles per hour be established based on an Engineering and Traffic Survey (E&TS) conducted in accordance with procedures outlined in the California Manual on Uniform Traffic 9 Control Devices (CA-MUTCD) if they are to be enforceable by the use of radar; and 10 WHEREAS, these special speed zone surveys are required to be updated every seven (7) 1 1 years to continue the use of radar enforcement; and 12 WHEREAS, the City conducted a study and the study recommends the establishment and 13 renewal of valid posted speed limits for forty four (44) street segments on twenty-six (26) citywide streets within the City boundary limits; and 14 15 WHEREAS, the City of Colton Traffic Safety Committee reviewed the prepared E&TS at its December 14, 2022 meeting and recommended approval; and 16 17 NOW, THEREFORE BE IT RESOLVED, DETERMINED, AND ORDERED BY THE CITY 18 COUNCIL OF THE CITY OF COLTON, AS FOLLOWS: 19 Section 1 Section 10.04.130 of the Colton Municipal Code is hereby amended to read in its 20 entirety as follows: 1 Section 16.1 of Article XV adopted- Speed limits designated. 22 23 There is adopted a section to be numbered Section 16.a. Article XV. 24 Section 16.a. Establishing valid posted State Speed Limit in Certain Zones. It is hereby 25 determined upon the basis of an engineering and traffic investigation that the speed limit permitted by State Law upon the following streets is to remain as established for safe operation 26 of vehicles thereon by reason of the designation and sign-posting of said streets as through 27 highways and or) by reason of widely spaced intersections and it is hereby declared that the prima-facie speed limit shall be as hereinafter set forth on those streets or parts of streets herein 28 designated when signs are erected giving notice thereof:
