REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of May 15, 2001 <br />TO: Honorable Mayor and Councilmembers <br />APPROVAL: Henry Garcia, City Manager <br />FROM: Robb Steel, Redevelopment Directof <br />SUBJECT: Consideration and Adoption of a Resolution Approving a <br />Mitigation and Property Owner Redevelopment Agreement by <br />and between Squires Lumber Company Inc., Paxson Family <br />Trust, the Redevelopment Agency for the City of Colton and the <br />City of Colton. <br />DATE: May 7, 2001 <br />Background <br />On August 17, 1999, the Agency Board approved Resolution No. 741 which approved entering <br />into an Owner Participation Agreement (OPA) with Dominguez Plaza, LLC, for that property <br />located at 201-225 Valley Blvd. The Dominguez Plaza OPA provided that the Developer would <br />remodel and renovate the Motel, attract a new national franchise operator, remodel the other <br />buildings on the site, as necessary, to attract and retain tenants, install new landscaping and <br />other public improvements surrounding the site, and, if feasible, construct a fourth <br />building/restaurant on the property. The OPA also provided that the Agency would use its best <br />faith efforts to aid the Developer in securing the vacation of one-half of "H" Street so that it could <br />be consolidated into the project to provide additional secured on-site parking for the newly <br />renovated hotel. <br />On April 17, 2001, the City Council approved a General Plan Amendment and adopted a <br />Resolution to vacate the south one half of "H" Street from 9th and 10th Street and designate that <br />portion of "H" Street to a "service" or frontage road with a width of 28 feet. Due to the reduction <br />in width and the need to allow two way traffic flows, all public parking on "H" Street between 9th <br />Street and 10th Street will be prohibited. Based upon the smaller street width on "H", certain <br />uck turning movements into and out of Squires Lumber Company's commercial driveway <br />�t cated on "H" Street may be impacted. Based upon these perceived impacts, certain special <br />onditions of approvals were placed on the Dominguez Plaza project including a requirement to <br />e -construct the north-east corner of 9th Street and "H" Street to a 35' radius to accommodate <br />otential truck turning movements as well as the requirement to reconstruct and widen Squires' <br />th Street driveway access up to 40' in width to accommodate larger trucks and commercial <br />ehicle access. <br />owever, if Squires' 9th Street driveway is widened to a width of 40 feet, then an existing <br />torage shed that is located adjacent to the current alley/driveway will be directly in the path of <br />Item #9 <br />
