Notice of Special Meeting was given on February 22, 2024, in compliance <br /> with Government Code Section 54956(a). <br /> CITY COUNCIL ROLL CALL <br /> Councilmembers present were Toro, Gonzalez, and Mayor Navarro. <br /> COUNCIL MEMBERS ABSENT <br /> Councilmembers Chastain and MPT Echevarria. <br /> STAFF PRESENT <br /> City Manager Smith, City Attorney Carlos Campos, and Deputy City Clerk Vargas <br /> MAYOR AND COUNCIL ITEMS <br /> POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br /> FEBRUARY 26, 2024. <br /> GIFT DISCLOSURES <br /> Mayor Navarro asked the members present if there were any agenda items that were a conflict of <br /> interest pursuant to CMC Section 2.04.030. None disclosed. <br /> AB 1234 ORAL REPORTS <br /> Mayor Navarro asked the members present if there were any brief reports on meetings attended <br /> at the expense of the City. (GC Section 53232.3(d). None disclosed. <br /> BUSINESS ITEMS <br /> 1. Water and Wastewater Rate Study - Water and Wastewater Rate Study <br /> Staff Presentation <br /> Public Works and Utilities Director, Brian Dickinson, introduced the item and then proceeded to <br /> present Jeremy Margo, a representative of NBS Consulting,to the City Council. Jeremy <br /> presented a Water and Sewer Rates study to the City Council. <br /> MPT Echevarria joined the meeting at 5:05pm. <br /> CM Chastain joined the meeting at 5:08pm. <br /> Public Comment <br /> The following community member addressed the Council: John Longfield, Mike Razo, and Pam <br /> Lemos. <br /> 1 <br />
