CLARKE, UTILITY DIRECTOR <br />SUBJECT: APPROVAL OF EXTENSION OF TIME TO THE KRIEGER AND <br />AND STEWART CONTRACT TO SEPTEMBER 30, 2002 FOR THE <br />DESIGN OF THE FY00-01 WATER AND SEWER LINES <br />DATE: JUNE 26, 2001 <br />BACKGROUND: <br />The Water and Sewer Master Plans identified the need to replace lines. The Council/Colton <br />Utility Authority approved a two-year budget, which included the Water and Sewer lines to be <br />replaced. In addition, the lines being replaced are also in project areas scheduled for street <br />overlay. There has been a coordinated effort between the Public Works Department and the <br />Utilities Department to ensure that the water and sewer lines will be replaced prior to the street <br />overlay project. <br />On November 7, 2000 the Colton Utility Authority awarded a contract to Krieger and Stewart for <br />the design of the FY00-01 water and sewer line projects, which included engineering assistance <br />during the construction phase of the projects. The contract was to be completed by June 30, <br />2001. <br />DISCUSSION/ANALYSIS: <br />Staff has delayed the completion of the water and sewer line projects in order to make changes <br />to them. These changes were needed to correct underlying problems, therefore, the <br />completion of the design work has also been delayed. Staff is requesting that the Colton Utility <br />Authority approve an extension of the contract time until September 30, 2002. <br />ENVIRONMENTAL IMPACT: <br />None <br />FINANCIAL IMPACT: <br />There is no additional cost to extend the contract. The original contract cost has already been <br />encumbered in FY00-01. The costs are as follows: 1) Engineering cost for water line <br />replacements is not -to -exceed $70,587 and appropriated in the bond funding for the FY00-01 <br />Water Capital Improvements Budget, account no. 521-8100-8106-3890-1000. 2) Engineering <br />cost for sewer line replacements is $39,463 and appropriated in the Sewer Development <br />Budget, account no. 552-8200-8206-3890.
