CITY OF COLTON Item 94
AGENDA REPORT
For the City Council Meeting of August 7, 2001
TO: HONORABLE MAYOR AND CITY COUNCIL
t
FROM: THOMAS K. CLARKE, UTILITY DIRECTOR`'__rC
SUBJECT: Hearing to Consider the Adoption of the Resolution of Necessity
Regarding the Acquisition of Certain SCE Facilities Via Eminent Domain
for the Public Health and Safety.
DATE: August 7, 2001
BACKGROUND:
The City of Colton owns and operates a public electric utility within the City Limits. As
the extent of the City Limits has developed over time, the City has extended its electric
utility to new areas within its jurisdiction. Areas immediately outside the jurisdiction of
Colton are served either by the City of Riverside or the Southern California Edison
Company. Inevitably, there are boundary issues between the utilities with regard to
service territory.
It has been well established that a single franchise for the distribution of electricity is the
safest, most reliable, most cost-effective, most environmentally sound, and most
aesthetic method of providing electric service. Any condition other than the single
franchise results in the duplication of facilities and the attendant increases in risks of
mishaps, outages, construction conflicts, cost of service, environmental impacts, and
cluttering of the skyline and right-of-ways. A single system avoids these difficulties.
The particular circumstances of this acquisition are:
1) The Colton Disposal Project development is to be constructed in the City of Colton
in the vicinity of Steel Road and Hunts Lane.
2) Both the City of Colton and SCE have electric distribution facilities in the same area
3) A portion of the existing SCE facilities to be acquired obstruct construction of the
Disposal Project facilities, the balance are dependent upon the obstructing lines.
4) The City is able to service the Disposal Project with its own electric distribution
system and adjacent SCE facilities, while at the same time removing the obstruction
and reducing the total amount of facilities in the area.
Item #4
