CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF JANUARY 17, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL T ' FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING RESOLUTION R-103-02 FOR THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS (IBEW) REPRESENTING THE ELECTRIC UNIT WHICH ADOPTS EXHIBIT A, THE CONSOLIDATED MEMORANDUM OF UNDERSTANDING. DATE: BACKGROUND: December 27, 2005 The three year Memorandum of Understanding (MOU) with the Electric Unit expired on June 30, 2005. Representatives of the city and IBEW, which represents the Electric Unit, have been negotiating for a successor MOU since September 2005. DISCUSSION/ANALYSIS: Representatives of the City and the IBEW have reached an agreement with a term to June 30, 2008. The successor MOU is attached as Exhibit B. Some of the key provisions in the MOU provide the following: • A 5% increase to all members retroactive to July 1, 2005 for the 05/06 FY; 4% increase effective July 1, 2006. • Effective upon approval by Council, immediate elimination of longevity pay. • Boot allowance of $200 for duration of the MOU for all represented members. • Benchmarking of certain classifications. FINANCIAL IMPACT: The cost of implementing the salary and benefit increases for the Electric unit will be approximately $117,920; in addition the boot allowance for the 28 represented employees will cost $5,600. In as much as the $200 per employee is a one-time payment, this cost will be expended this fiscal year. The current Electric Utility Department budget can absorb these costs ENVIRONMENTAL IMPACT: The item carries no environmental impact. CONFLICT OF INTEREST — Gift Disclosure Requirements International Brotherhood of Electrical Workers, Local 47 Business Manager: Pat Levin Contact: Stan Stosel, Assistant Business Manager RECOMMENDATION: Staff recommends that the Members of the City Council approve the attached resolution amending Resolution R-103.02, which adopts the Consolidated MOU (Exhibit A), between the City of Colton and the International Brotherhood of Electric Worker, representing the Electric Unit, effective July 1, 2005 and authorize staff to sign said MOU.
