CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 7, 2006 <br />TO: Honorable Mayor and City Council <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Request approval of Professional Services Agreement with AC Electric <br />Systems for General Electrical Engineering Services <br />DATE: January 31, 2006 <br />BACKGROUND: <br />The City of Colton Electric Utility Department requires the services of an electrical engineer for a wide <br />range of projects. These engineering services are essential for adequate and reliable system operations and <br />improvements. The Electric Department has been without an "in-house" engineer since the resignation of <br />the Electrical Systems Engineer in September 2005. <br />DISCUSSION/ANALYSIS: <br />Colton Electric has contacted AC Electric Systems and negotiated for the part-time services of an <br />engineer to under fill our vacant engineering position. AC Electric Systems will provide one engineer, <br />on-site, 20 hours per week, at the rate of fifty dollars per hour to Colton. The contract term will be for <br />one year, with an option to renew for two additional one year terms. <br />Section 3.08.140 of the Colton Municipal Code provides an exception to the bidding requirements when <br />the City Manager has determined that it is in the best interests of the City and its administrative <br />operations to dispense with public bidding. The City of Banning recently entered into a similar <br />agreement with AC Electric Systems to provide engineering services for their electric utility. Staff feels <br />this arrangement will best meet the needs of the utility at this time. <br />FINANCIAL IMPACT: <br />Funds are budgeted and available in account number 520-8000-8002-2350-0923-000, Professional <br />Services, Engineering Division. <br />ALTERNATIVES: <br />Recruit and appoint an Electrical Engineer.
