IWO <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS <br />THE WATER DEPARTMENT TRENCH REPAIR PROJECT. <br />DATE: FEBRUARY 14, 2006 <br />BACKGROUND: <br />As a part Water Department's watermain replacement project, various City streets were excavated <br />for pipe and service connection trenching. There are twenty-six (26) streets included in this project <br />and the Pavement Condition Index (PCI) ratings for these streets ranges from 60 to 100 with the <br />exception of three (3) streets that have a PCI of 29, 39, and 52. A PCI rating of 86-100 means <br />excellent condition, 71-85 is very good, 56-70 is good, 41-55 is fair, 26-40 is poor, 11-25 is very <br />poor, and 0-10 is failing. The PCI rating is based on the Pavement Management Program Final <br />Report (dated September 2004) prepared by GK and Associates for the City of Colton. The <br />approximate length of aforementioned trenches is 30,000 lineal feet. Locations of these streets are <br />shown on the attached map as Exhibit A. Pictures of some of the streets are attached also as Exhibit <br />B. <br />ANALYSIS/DISCUSSION: <br />The cost to pave the trenches for this project is estimated at $720,000. The scope of work includes <br />paving the excavated trenches and slurry sealing each entire street. Once completed these <br />improvements will provide for street conditions equal to or better than the street conditions which <br />existed prior to the watermain replacement project. <br />Engineering staff will prepare the necessary Plans, Specifications and other documents necessary for <br />the bidding process. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are Exempt under Section 15301 (c) of the California <br />Environmental Quality Act (CEQA). <br />CONFLICT OF INTEREST <br />None. <br />FINANCIAL/FISCAL IMPACT: <br />The project will be funded by the Water Department as part of their ongoing watermain <br />replacement project. <br />
