CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF FEBRUARY 7, 2006 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: JOSEFINA MENDEZ KENLINE, PRINCIPAL MANAGEMENT ANALYST <br />CITY MANAGER'S OFFICE <br />SUBJECT: Prioritization and Funding of Community Development Block Grant <br />(CDBG) Projects for Fiscal Year 2006-2007 <br />DATE: February 1, 2006 <br />BACKGROUND <br />On December 6, 2005, the City Council approved the submittal of five (5) CDBG Project Applications to <br />the County of San Bernardino County Department of Community Development and Housing (CHD) to <br />evaluate eligibility and project review for fiscal year 2006-2007. Subsequently, additional CDBG <br />applications were submitted directly to the County ECD Department from various public and private <br />agencies requesting funds from the City CDBG Entitlement Allocation. <br />The City of Colton has received a total of 31 eligible applications requesting CDBG funds. Seven (7) <br />applications are for Construction and Other Community Improvement Projects and 24 are for Public <br />Service Program projects. Attachment "A" is a list containing the 30 eligible proposals and one ineligible <br />application. The County has also approved a proposal for a CDBG Administrative oversight position, <br />which is not listed in Attachment "A". The list contains the project log number, primary service area of the <br />proposed project, name of the applicant, a brief project description, total CDBG request including the <br />amount of CDBG funds being requested from the Colton, and ECD comments. <br />The County has asked the City of Colton to base funding priorities for the 2006-2007 CDBG Program <br />Year on an entitlement allocation in the amount of $471,481. The reduction from last year's allocation is <br />due to a 10% nationwide CDBG reduction. There is a 15% funding limit for public service projects, which <br />means that the maximum amount of CDBG funds we are allowed to allocate for public service projects is <br />$70,772. <br />DISCUSSION/ ANALYSIS <br />Similar to last year's review process, a CDBG ad hoc committee was formed to review, select, and <br />recommend projects for funding to the City Council for fiscal year 2006-2007. The committee consisted of <br />Council Members Richard De La Rosa and Helen Ramos; Planning Commissioners Tony Vilches, Susan <br />Oliva, and Cynthia Ramirez; and Josefina Mendez Kenline and Erik Sydow as City Manager's staff. The <br />committee met on February 13 2006, and all committee members were provided with the following <br />information: (1) a list of all CDBG Eligible Proposals for the fiscal year 2006-2007 as provided by the CHD <br />Department (Attachment "A" listed above); and (2) a copy of CDBG Projects and Applications. <br />The committee was informed that the City of Colton's CDBG Allocation for the fiscal year 2006-2007 will <br />be $471,481, and that only 15% of the allocation can be used to fund Public Service Program Proposals. <br />The committee reviewed the seven Construction and Other Community Improvement Proposals that <br />requested a combined total of $1,442,500 in CDBG funds; and the 24 Public Service Program Proposals <br />that requested a combined total of $822,684.10 in CDBG funds.
