CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF February 21, 2006 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Request to recruit and appoint full-time, Senior Police Services Clerk and <br />Two Part -Time Cadets to staff the Colton Police Department Impound <br />Lot <br />DATE: February 2, 2006 <br />BACKGROUND: <br />The Colton Police Department was approved through Council Action at the November 15, 2005, <br />Council Meeting, to implement an Impound Lot. Also approved in this action was approval to staff <br />the lot with one Senior Clerk and two part-time Cadets. <br />DISCUSSION/ ANALYSIS: <br />Vehicle Code section 14602.6 also allows cities to act as the impounding agency and recover the <br />costs associated with towing and storage of impounded vehicles, in addition to administrative <br />costs. As such, the City has been developing a program for an impound lot for storage of towed <br />vehicles. On November 1, 2005, the Council approved a Capital Improvement Plan and on <br />November 15, 2005, Council approved the proposed impound lot program including the staffing <br />requirements of one full-time Senior Clerk and two part time cadets. <br />The Impound Lot project is progressing and is anticipated to be functional in March, 2006. To <br />meet the staffing requirements of the program, it is necessary to recruit and appoint one full-time <br />Police Services Clerk and two part-time Cadets. <br />FINANCIAL IMPACT: <br />The salary range for the Senior Police Services Clerk is: $2491-$3027 per month and each Police <br />Cadet is $10.00 per hour. All costs associated with this program will be covered by revenue <br />generated from fees.
