CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF FEBRUARY 21, 2006 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Request to approve the acceptance of the 2006 Byrne Justice <br />Assistance Grant (JAG) from the United States Department of Justice; <br />Approve the attach Agreement allowing the County of San Bernardino to <br />submit the application on behalf of the City and allocate the funds upon <br />receipt; Approve the attach Resolution of the City Council of the City of <br />Colton, California, amending the Budget for Fiscal Year commencing <br />July 1, 2005 and ending June 30, 2006. <br />DATE: February 7, 2006 <br />BACKGROUND: <br />For several years the City of Colton was the recipient of the Byrne Grant and the Local Law <br />Enforcement Block Grant (LLEBG) Programs. Recently we have seen a reduction in our allocation <br />due to the financial situation of the Federal Government. Last year the Justice Department <br />consolidated the former Byrne Grant and the LLEBG programs into the Justice Assistance Grant <br />(JAG) program. The formula for the distribution of funds is based on each city's population, their <br />Part 1 crimes, and direct allocations to State and local governments. The former Byrne funds <br />have been removed for further discussion by the County Chief's Association, which leaves the <br />former LLEBG allocation amount. The City of Colton's allocation has been determined to be <br />$14,415.00. These grant funds must be expended within a four-year period for law enforcement <br />purchases only. The Agreement must be submitted to the County of San Bernardino no later than <br />March 2, 2006 to ensure receipt of our allocation. <br />DISCUSSION/ ANALYSIS: <br />In order to receive these funds, the City will enter into an Agreement with the County of San <br />Bernardino to apply for and administrate the distribution of the allocations upon their receipt. The <br />County will retain 5%, or $721.00, of the City's allocation for this service, leaving the City <br />$13,694.00. These funds, including interest earned, must be utilized for law enforcement <br />purposes only. <br />The police department will utilize our allocation to fund needed technology improvements. These <br />improvements may include either or both software and hardware purchases. <br />FINANCIAL IMPACT: <br />This grant award provides $13,694.00, plus interest for the grant period. There are no matching <br />funds required for this grant, and there is no impact to the General Fund. Revenue Account 225- <br />5880 will be increased in the amount of $13,694.00, plus interest accrued. Expenditure Account <br />225-6070-6081-4900 will also be increased proportionately to cover the expenses up to <br />$13,694.00, plus accrued interest. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />
