CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 7, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Blanca Arambula, Human Resources Analyst 0 <br />APPROVAL: Anthony Arroyo, Human Resources Director r 4" <br />11 <br />SUBJECT: Approve and Adopt A Consolidated Salary Resolution for both <br />Part-time and Full-time Classifications <br />DATE: February 27, 2006 <br />BACKGROUND: Maintenance of the City's job table falls under the responsibility of the Human <br />Resources Department, including presenting a comprehensive salary resolution incorporating <br />changes to Council twice a year. The last consolidated salary resolution (full-time classifications) <br />was approved by Council on September 20, 2005; the last consolidated salary resolution (part-time <br />classifications) was last approved by Council on March 26, 2002. In the interim, the City has <br />undergone continuous changes due to several factors including cost of living adjustments per <br />negotiated MOUs. <br />DISCUSSION/ANALYSIS: As of September 20, 2005, Council has approved compensation <br />adjustments for several employee Associations/Unions, implemented salary adjustments resulting <br />from salary studies and undergone reorganization. <br />The attached salary resolution consolidates all of the salary changes from September 20, 2005 <br />through February 28, 2006 into one (1) comprehensive salary resolution. Accordingly, the <br />department will take the opportunity to consolidate part-time salary changes and adjustments from <br />March 26, 2002 to present. The detailed grade/step listing is not included as an attachment; the <br />listing outlines each position's five step pay grade. The detailed grade/step listing is 120 pages <br />long and in an effort to save paper, will be available on the HR Share along with the job table for <br />review. <br />FISCAL IMPACT: The financial impact of the consolidated salary resolution was discussed and <br />approved by the City Council as the changes occurred; adequate funds for the original decisions <br />were budgeted in the salary and benefit accounts of each affected department. <br />ENVIRONMENTAL IMPACT: None <br />CONFLICT OF INTEREST — None. <br />RECOMMENDATION: Staff recommends approval by the City Council to amend Resolution R-124- <br />05 <br />-12405 and R-39-02 approving the attached salary resolution consolidating/updating the salary ranges. <br />Attachments: Resolution (2) <br />
