CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF MAY 2, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: Josefina M. Kenline, Principal Management Analyst City Manager's Office SUBJECT: Approval of CDBG Delegate Agency Agreement with the County of San Bernardino Department of Community Development and Housing (CDH) for the Period of July 1, 2006 to June 30, 2009. DATE: April 24, 2006 On June 7, 2005, the City Council approved and entered into a Three Year Cooperation Agreement for Community Development Block Grant Funds with the San Bernardino County, Department of Community Development and Housing (CDH), covering fiscal years 2006-2007, 2007-2008, and 2008-2009. The Delegate Agency Agreement is a subordinate and supplementary agreement, per Section 15, with the approved Three Year Cooperation Agreement. Similar to the existing Delegate Agency Agreement, which will expire on June 30, 2006, the proposed agreement, and its attachments, set forth the procedures which the City and County are required to follow in the implementation of Community Development Block Grant (CDBG) funded activities. DISCUSSION/ANALYSIS: The County CDH Department has provided three (3) copies of the Delegate Agency Agreement with attachments, which are required to be approved by the City Council and executed by the Mayor. The proposed agreement enables the City to directly implement CDBG funded activities. Upon approval by the City Council, the Delegate Agency Agreement will be effective from July 1, 2006 to June 30, 2009. ALTERNATIVES: There are no alternatives. All participating Community Development Block Grant cooperating cities are required to execute a Delegate Agency Agreement with the County. FINANCIAL IMPACT: The Delegate Agency Agreement is required by the County of San Bernardino in order for the City to receive CDBG funds for the next three fiscal years. RECOMMENDATION: Staff recommends that the City Council approves the Delegate Agency Agreement with the County of San Bernardino CDH Department, covering the period of July 1, 2006 to June 30, 2009; authorize the Mayor to execute the three (3) copies of the Agreement on behalf of the City of Colton, and adopt the attached resolution approving the Agreement.
