CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 2, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Josefina M. Kenline, Principal Management Analyst <br />City Manager's Office <br />SUBJECT: Approval of CDBG Delegate Agency Agreement with the County of <br />San Bernardino Department of Community Development and <br />Housing (CDH) for the Period of July 1, 2006 to June 30, 2009. <br />DATE: <br />April 24, 2006 <br />On June 7, 2005, the City Council approved and entered into a Three Year Cooperation Agreement for <br />Community Development Block Grant Funds with the San Bernardino County, Department of Community <br />Development and Housing (CDH), covering fiscal years 2006-2007, 2007-2008, and 2008-2009. The <br />Delegate Agency Agreement is a subordinate and supplementary agreement, per Section 15, with the <br />approved Three Year Cooperation Agreement. Similar to the existing Delegate Agency Agreement, which <br />will expire on June 30, 2006, the proposed agreement, and its attachments, set forth the procedures which <br />the City and County are required to follow in the implementation of Community Development Block Grant <br />(CDBG) funded activities. <br />DISCUSSION/ANALYSIS: <br />The County CDH Department has provided three (3) copies of the Delegate Agency Agreement with <br />attachments, which are required to be approved by the City Council and executed by the Mayor. The <br />proposed agreement enables the City to directly implement CDBG funded activities. Upon approval by the <br />City Council, the Delegate Agency Agreement will be effective from July 1, 2006 to June 30, 2009. <br />ALTERNATIVES: <br />There are no alternatives. All participating Community Development Block Grant cooperating cities are <br />required to execute a Delegate Agency Agreement with the County. <br />FINANCIAL IMPACT: <br />The Delegate Agency Agreement is required by the County of San Bernardino in order for the City to <br />receive CDBG funds for the next three fiscal years. <br />RECOMMENDATION: <br />Staff recommends that the City Council approves the Delegate Agency Agreement with the County of San <br />Bernardino CDH Department, covering the period of July 1, 2006 to June 30, 2009; authorize the Mayor to <br />execute the three (3) copies of the Agreement on behalf of the City of Colton, and adopt the attached <br />resolution approving the Agreement. <br />Attachment: Resolution <br />Delegate Agency Agreement (3 copies) <br />Prepared by: Erik V.
