CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF May 2, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: KENNETH RULON, CHIEF OF POLICE SUBJECT: INCREASE AMOUNT OF CONTRACT FOR DAVE RUMLEY, POLICE DEPARTMENT BACKGROUND INVESTIGATOR, FROM $20,000 TO $32,000. DATE: April 25, 2006 BACKGROUND: Due to the continued vacancies experienced in the Police Department (currently 8-10) it is necessary to increase the amount available for Dave Rumley, Background Investigator, from the current amount of $20,000.00 to an amount not to exceed $32,000.00. DISCUSSION / ANALYSIS: To complete the necessary background investigations required for police department personnel, it is necessary to employ an experienced background investigator such as we have with Dave Rumley. Due to the additional vacancies, it is necessary to increase the amount originally anticipated an additional $12,000.00. This amount will extend his contract through June 30, 2006. Section 3.08.070 (G) of the Colton Municipal Code provides that subsequent contract awards to the same individual or entity for the same or similar services that will result in the city paying an aggregate amount of more than twenty-five thousand dollars require City Council approval. Section 3.08.140(E) allows the City to dispense with the bidding requirements for professional services when the City Council determines that it is in the best interests of the city and its administrative operations to dispense with public bidding. In this case, staff recommends that the City Council waive the bidding requirements due to the substantial level of experience Dave Rumley has with our department as well as the current number of open background investigations he is currently working. FINANCIAL IMPACT: The increase of $12,000.00 will be funded from the Police Department's Professional Services account 100-6070-6071-2350. No additional budget is required. CONFLICT OF INTEREST — Gift Disclosure Requirements None. RECOMMENDATION: Staff recommends that the City Council approve the request to increase the contract in the amount of $12,000.00.
