CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF May 2, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: INCREASE AMOUNT OF CONTRACT FOR DAVE RUMLEY, POLICE <br />DEPARTMENT BACKGROUND INVESTIGATOR, FROM $20,000 TO <br />$32,000. <br />DATE: April 25, 2006 <br />BACKGROUND: <br />Due to the continued vacancies experienced in the Police Department (currently 8-10) it is <br />necessary to increase the amount available for Dave Rumley, Background Investigator, from the <br />current amount of $20,000.00 to an amount not to exceed $32,000.00. <br />DISCUSSION / ANALYSIS: <br />To complete the necessary background investigations required for police department personnel, it <br />is necessary to employ an experienced background investigator such as we have with Dave <br />Rumley. Due to the additional vacancies, it is necessary to increase the amount originally <br />anticipated an additional $12,000.00. This amount will extend his contract through June 30, 2006. <br />Section 3.08.070 (G) of the Colton Municipal Code provides that subsequent contract awards to <br />the same individual or entity for the same or similar services that will result in the city paying an <br />aggregate amount of more than twenty-five thousand dollars require City Council approval. <br />Section 3.08.140(E) allows the City to dispense with the bidding requirements for professional <br />services when the City Council determines that it is in the best interests of the city and its <br />administrative operations to dispense with public bidding. In this case, staff recommends that the <br />City Council waive the bidding requirements due to the substantial level of experience Dave <br />Rumley has with our department as well as the current number of open background investigations <br />he is currently working. <br />FINANCIAL IMPACT: <br />The increase of $12,000.00 will be funded from the Police Department's Professional Services <br />account 100-6070-6071-2350.
