ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JUNE 20, 2006 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR Y <br />SUBJECT: APPROVE THE CONSOLIDATED MEMORANDUM OF <br />UNDERSTANDING FOR THE MEMBERS OF THE CITY OF COLTON <br />AND THE COLTON POLICE OFFICERS ASSOCIATION (RANK AND <br />FILE UNIT). <br />DATE: MAY 22, 2006 <br />BACKGROUND: <br />The current Memorandum of Understanding (MOU) with the City's Police Rank and File bargaining <br />unit, represented by the Colton Police Officers Association (CPOA), expires on June 30, 2007. <br />Representatives of the City and CPOA reopened the MOU to address concerns form the CPOA <br />regarding recruitment and retention (over the last year, six officers have left for neighboring <br />agencies). A successor MOU has been negotiated. <br />ANALYSIS/DISCUSSION: <br />Representatives of the City and the Colton Police Officers Association have reached a tentative <br />agreement, subject to formal City Council approval, with a term ending June 30, 2009. The <br />successor MOU is attached as Exhibit A and the changes within the agreement will be incorporated <br />into a subsequent comprehensive MOU with the CPOA. <br />Some of the key provisions in the MOU provide the following: <br />A two year contract extension from June 30, 2007 to June 30, 2009. <br />• 3% salary increase effective January 1, 2007; 1% salary increase effective April 1, 2007. <br />• Salary survey for July 1, 2007 and July 1, 2008 with a range of 4.5% to 6.5% based on <br />survey results for each classification. <br />• Eliminate longevity pay effective January 1, 2007. <br />• Increase certificate pay by 2% effective January 1, 2007. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />FISCAL IMPACT: <br />The cost of implementing the salary increases for the Police Officers, Corporals/Detectives, and <br />Sergeants will be approximately $80,138. These costs have already been included in the 2006-2007 <br />Police Department budget. <br />
