CITY OF COLTON <br />AGENDA REPORT ITEM #24 <br />FOR COUNCIL MEETING OF July 18,2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: AWARD A CONTRACT FOR POLICE VEHICLES FOR THE POLICE <br />DEPARTMENT TO MOSS BROTHERS FORD IN AN AMOUNT NOT <br />TO EXCEED $165,414.04 <br />DATE: July 6, 2006 <br />BACKGROUND: <br />At the City Council meeting of 6/20/06, the City Council approved the Budget for fiscal year <br />2006/2007. In the budget, funds were allocated from both General Fund and VITEP Funds for the <br />purchase of police vehicles to replace vehicles in the police department fleet that are no longer <br />suitable for law enforcement purposes due to excessive mileage and wear and tear thus rendering <br />them unsafe. <br />DISCUSSIONiANALYSIS: <br />The Police Department has identified police units that need replacement in the Patrol Division, <br />Administrative Services and the Detective Division. Moss Brothers Ford/Dodge has submitted <br />quotes for the purchase of the following vehicles: <br />General Fund Budget Purchase: <br />(2) 2006 Dodge Charger (unmarked units)- $44,992.00 <br />Non -General Fund Purchase – VITEP <br />(4) 2006 Dodge Charger (black and white patrol units)- $94,523.12 <br />(1) 2006 Dodge Magnum (black and white commercial enforcement unit)- $25,898.92 <br />Section 3.08 .140 @ of the City's Purchasing Ordinance allows the City to purchase supplies, <br />services and equipment off of other government or agency bids without additional bidding when <br />the price to the City is equal to or better than the price to that public agency. In such instances, <br />the competitive process of that agency shall satisfy all city requirements for the bid and award <br />those purchases. The City of Colton can piggyback onto the City of Los Angeles bid <br />#0000626655 for the purchase of six Dodge Charger and piggyback onto the Kern County Bid <br />#105 for the purchase of the Dodge Magnum. This will save the city the cost of a final bid process <br />and allow us to take advantage of current pricing as well as the volume discount afforded to Moss <br />Brothers Ford. <br />FINANCIAL IMPACT: <br />Funds to purchase and outfit the vehicles were approved and adopted in the 2005/2006 budget. <br />$ 44,992.00 from the General Fund #100-6070-6071-4910 <br />$ 120,422.04 from VITEP #220-670-6089-4910 <br />ENVIRONMENTAL IMPACT: <br />Ro—ne <br />
