CITY OF COLTON AGENDA REPORT ITEM #24 FOR COUNCIL MEETING OF July 18,2006 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: KENNETH RULON, CHIEF OF POLICE SUBJECT: AWARD A CONTRACT FOR POLICE VEHICLES FOR THE POLICE DEPARTMENT TO MOSS BROTHERS FORD IN AN AMOUNT NOT TO EXCEED $165,414.04 DATE: July 6, 2006 BACKGROUND: At the City Council meeting of 6/20/06, the City Council approved the Budget for fiscal year 2006/2007. In the budget, funds were allocated from both General Fund and VITEP Funds for the purchase of police vehicles to replace vehicles in the police department fleet that are no longer suitable for law enforcement purposes due to excessive mileage and wear and tear thus rendering them unsafe. DISCUSSIONiANALYSIS: The Police Department has identified police units that need replacement in the Patrol Division, Administrative Services and the Detective Division. Moss Brothers Ford/Dodge has submitted quotes for the purchase of the following vehicles: General Fund Budget Purchase: (2) 2006 Dodge Charger (unmarked units)- $44,992.00 Non -General Fund Purchase – VITEP (4) 2006 Dodge Charger (black and white patrol units)- $94,523.12 (1) 2006 Dodge Magnum (black and white commercial enforcement unit)- $25,898.92 Section 3.08 .140 @ of the City's Purchasing Ordinance allows the City to purchase supplies, services and equipment off of other government or agency bids without additional bidding when the price to the City is equal to or better than the price to that public agency. In such instances, the competitive process of that agency shall satisfy all city requirements for the bid and award those purchases. The City of Colton can piggyback onto the City of Los Angeles bid #0000626655 for the purchase of six Dodge Charger and piggyback onto the Kern County Bid #105 for the purchase of the Dodge Magnum. This will save the city the cost of a final bid process and allow us to take advantage of current pricing as well as the volume discount afforded to Moss Brothers Ford.
