Zamora, Community Development Director <br />SUBJECT: ADOPTION OF ORDINANCE PRE -ZONING UNINCORPORATED <br />PROPERTY GENERALLY LOCATED ALONG JACKSON STREET AND <br />CYPRESS AVENUE, SOUTH OF "C" STREET TO R-1 (SINGLE FAMILY <br />RESIDENTIAL): DAP 000-614 <br />DATE: August 31, 2006 <br />BACKGROUND: <br />The subject area consists of approximately 12.9 acres that are part of an unincorporated <br />island in the City that is located along Jackson Street and Cypress Avenue, south of "C" <br />Street. (See Attached Map) The area is designated "Low Density Residential" in the City's <br />General Plan Land Use Map and it is almost entirely developed with residential uses <br />The City of Colton Community Development Department is initiating this pre -zone request <br />to establish an appropriate zoning designation for the area that is consistent with the City's <br />General Plan. <br />ANALYSIS/DISCUSSION: <br />Government Code, Section 65859 authorizes cities to pre -zone unincorporated territory to <br />determine the zoning that will apply upon annexation to the city. Pre -zoning <br />unincorporated areas is also a requirement of the Local Agency Formation Commission <br />(LAFCO) prior to their consideration of an annexation application. <br />The subject area is located in the northwest portion of Annexation Island No. 2. While other <br />islands have already been pre -zoned, this portion of the island has not. As a result, it is <br />appropriate for the City to consider pre -zoning in anticipation of the annexation application <br />that will be submitted to LAFCO for this Annexation Island. <br />The proposed R-1 (Single Family Residential) zoning designation is consistent with the <br />existing Low Density Residential Land Use Designation in the General Plan. It is also <br />consistent with other elements of the General Plan, including the Housing Element which <br />encourages the City to zone sites for a variety of different housing types. In addition, since <br />most of the properties that are contained within this area are already developed with single <br />family residential uses, pre -zoning the area R-1 makes practical sense as well. The proposed <br />pre -zone ordinance is also reasonably related to the public welfare since the proposed R-1 <br />
