CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF September 19, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: AWARD A CONTRACT FOR THE PURCHASE AND INSTALLATION <br />OF EMERGENCY EQUIPMENT ON NEW POLICE VEHICLES FOR <br />THE POLICE DEPARTMENT TO COUNTY OF SAN BERNARDINO <br />NETWORK SERVICES -RADIO IN AN AMOUNT NOT TO EXCEED <br />$60,000.00 <br />DATE: SEPTEMBER 19, 2006 <br />BACKGROUND: <br />At the City Council meeting of 6/20/06, the City Council approved the Budget for fiscal year <br />2006/2007. In the budget, funds were allocated from both General Fund and VITEP Fund for the <br />purchase and installation of emergency police equipment on new vehicles purchased for the <br />police department fleet. <br />DISCUSSION/ANALYSIS: <br />The Police Department has identified necessary police emergency equipment to be installed on <br />new police department vehicles. Staff informally obtained quotes from a local vender (Woodcrest <br />Vehicle in Riverside) and the County of San Bernardino Network Services -Radio department. The <br />County of San Bernardino Network Services -Radio department has submitted the low quotes for <br />the purchase and installation of the emergency equipment to be installed on the following <br />vehicles: <br />(2) 2006 Dodge Charger (unmarked units) $5,306.87 <br />(4) 2006 Dodge Charger (black and white patrol units) $31,623.84 <br />(1) 2006 Dodge Magnum (black and white commercial enforcement unit) $6,969.58 <br />The comparative quotes from Woodcrest Vehicle: <br />(2) 2006 Dodge Charger (unmarked units) $7,040.04 <br />(4) 2006 Dodge Charger (black and white patrol units) $36,232.72 <br />(1) 2006 Dodge Magnum (black and white commercial enforcement unit) $7,793.46 <br />Staff does not believe that the informal bidding process provided for under Section 3.08.120 of the <br />Colton Municipal Code is necessary since the County of San Bernardino is willing to supply and <br />install the equipment at cost. Colton Municipal Code Section 3.08.140 (E) provides that <br />competitive bidding, either formal or informal, is not required "When the city manager determines <br />that it is in the best interest of the city and its administrative operations to dispense with pubic <br />bidding for non-public projects under this chapter." For this contract award, the City Manager has <br />made such a determination based upon the following: <br />• The County of San Bernardino Network Services -Radio is a governmental agency and will <br />perform the required work at cost. <br />
