ITEM #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF OCTOBER 312006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKIIER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE CAPITAL <br />IMPROVEMENT BUDGET IN THE AMOUNT OF $80,000 AND <br />APPROVE AWARD OF CONTRACT FOR THE` REPAIR OF LA <br />CADENA BRIDGE PROJECT TO KAVEH ENGINEERING AND <br />CONSTRUCTION, IN THE AMOUNT OF $77,900. <br />DATE: SEPTEMBER 24, 2006 <br />BACKGROUND: <br />The Local Bridge Seismic Safety Retrofit Program (LSSRP) is a part of the statewide Seismic <br />Safety Retrofit Program (SSR). Various bridges-�vitlhin the City of Colton were identified to need <br />retrofitting by the State Department of California and designated as cligible SSR Program <br />`Category l Bridges. The improvements would be funded 801% by tederal Hinds and 20% by state <br />funds. The La Cadena Bridge, Bridge No. 54('0077, was identi 1 ied as one of the `Category 1 <br />Bridges' located within the City, this bridge is located 1.5 miles south of the I-10 spanning the <br />Santa Ana River. <br />ANALYSIS/DISCUSSION: <br />Bridge 5400077 has a large steel plate located in the north bound second lane. This steel plate was <br />placed on the bridge several years ago to cover a hole in the bridge deck. Over the years, the <br />pavement around the plate has eroded. This steel plate also requires removal and repair as noted on <br />Caltrans' inspection report dated March 23, 2005. Other recommendations listed on Caltrans' <br />report include: repairing the lilt at the northbound approach bcarrier. spot blasting, surface cleaning. <br />painting the rusted and corroded steel girders and bent caps. and restoring the protective top coat at <br />the remaining girders. Kaveh Engineering has completed the flans for the bridge repair project and <br />is now ready for construction. <br />In accordance to Section 3.08.050 (b) and 3.08.100(c)of the purchasing ordinance 0-12-03, a public <br />project can be informally bid if the project costs do not to exceed $100,000, thus City of Colton <br />Public Works Department provided three (3) contractors with notices inviting informal bids for the <br />required bridge repair shown on the plan provided to them. The request submitted to the <br />contractors identified two bid options, bid Option I solely addressed the repair of the steel plate and <br />Option 2 would repair the steel plate and the additional suggestions n -lade by Caltrans.
