CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF November 7, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: RATIFICATION OF CONTRACT FOR THE PURCHASE AND <br />INSTALLATION OF EMERGENCY EQUIPMENT ON POLICE <br />VEHICLES TO COUNTY OF SAN BERNARDINO NETWORK <br />SERVICES -RADIO IN THE AMOUNT OF $ 41,528.15. <br />DATE: October 24, 2006 <br />BACKGROUND: <br />ITEM #11 <br />The City Council of Colton approved Budget for fiscal year 2005/2006 included funds for the <br />purchase of new police vehicles. The 2005/2006 Budget also included funds for the purchase and <br />installation of emergency police equipment for the vehicles purchased for the police department <br />fleet. <br />On September 5, 2005, the City Council awarded a contract for the purchase of police vehicles to <br />Moss Brothers Ford. It was always intended that these vehicles would be equipped with <br />emergency equipment. The equipment includes overhead light bars, corner marking strobe <br />lights, equipment control consoles, sirens, PIT maneuver bars, public address systems, trunk <br />boxes, cages, rear seat inserts and rear window screens. <br />DISCUSSION/ANALYSIS: <br />In the past, the City has utilized the County of San Bernardino Network Services -Radio Department <br />to provide and install emergency equipment as well as repairs to existing emergency equipment. <br />During the 2005/2006 fiscal year a total of $41,528.15 was spent by the Police Department on <br />equipping new police vehicles. While it was always intended that any new police vehicle would be <br />equipped and the amount spent to equip new vehicles was budgeted, there is no record of the <br />award of bid to the County of San Bernardino for this work Nevertheless, the City is authorized by <br />Municipal Code, Section 3.08.140(E) to waive the bidding requirements for non-public projects <br />upon finding that it is in the best interest of the city and its administrative operations to dispense with <br />public bidding. In this case, the County of San Bernardino Network Serviced Department has <br />particular expertise with equipping police vehicles. Moreover, the City did research other private <br />companies that provide this service and found that the County would be less expensive. <br />As a result, and to document for auditing purposes this work, staff recommends that the City <br />Council ratify the purchase and installation of emergency equipment for City police vehicles. <br />FINANCIAL IMPACT: <br />Funds to purchase and equip the vehicles were approved and adopted in the 2005/2006 budget. <br />$41,528.15 from the 2005/2006 General Fund #100-6070-6071-4000 is also available. <br />ENVIRONMENTAL IMPACT: <br />
