CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF NOVEMBER 7, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER/P.W. DIRECTOR SUBJECT: APPROVE THE AWARD OF CONTRACT FOR THE SUPPLY AND INSTALLTION OF SAFETY SURFACING MAT FOR ELIZABETH DAVIS PARK IMPROVEMENT PROJECT TO SAFEGUARD SURFACING OF CALIFORNIA, IN THE AMOUNT OF $ 319672. DATE: OCTOBER 26, 2006 BACKGROUND: Elizabeth Davis Park is located in the northwest side of Colton, adjacent to Paul J. Rogers Elementary School. The 6.34 acre park contains two lighted tennis courts, two softball fields, two play equipment areas, two lighted basketball courts, two horse shoe pits, one shade structure, restrooms, picnic tables and barbeques, a concession stand, bleachers, parking, large trees and turf areas. The park provides recreation and relaxation for residents within the City and those that live in the unincorporated areas of Colton. In October 2005, the City of Colton applied for a grant from the County of San Bernardino to seek funding for additional improvements to Elizabeth Davis Park as suggested by the City's Comprehensive Park and Facilities Master Plan. Recognizing the need for the improvements, the County of San Bernardino awarded the City of Colton $500,000 for additional improvements. ANALYSIS/DISCUSSION: In 2004, the City Council adopted a Comprehensive Park and Facilities Master Plan. One of the improvements identified in the Master Plan correspondent to Elizabeth Davis Park is renovation of the existing tot lot between the tennis and basketball court. Renovation of the tot lot includes: removal of existing safety surfacing mat, installation of new safety surfacing mat, and replacement of existing play equipment. City crews will complete the removal of the safety surfacing mat. In accordance to Section 3.08. 100 (c) of the purchasing ordinance 0-12-03, the City of Colton Public Works Department provided five (5) safety surfacing mat suppliers with notices inviting informal bids. The requested informal bids were for the supply and installation of 3,959 square feet of new safety surfacing mat material. The responses received are as follows:
