CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF NOVEMBER 7, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER/P.W. DIRECTOR <br />SUBJECT: APPROVE THE AWARD OF CONTRACT FOR THE SUPPLY <br />AND INSTALLTION OF SAFETY SURFACING MAT FOR <br />ELIZABETH DAVIS PARK IMPROVEMENT PROJECT TO <br />SAFEGUARD SURFACING OF CALIFORNIA, IN THE AMOUNT <br />OF $ 319672. <br />DATE: OCTOBER 26, 2006 <br />BACKGROUND: <br />Elizabeth Davis Park is located in the northwest side of Colton, adjacent to Paul J. Rogers <br />Elementary School. The 6.34 acre park contains two lighted tennis courts, two softball fields, <br />two play equipment areas, two lighted basketball courts, two horse shoe pits, one shade structure, <br />restrooms, picnic tables and barbeques, a concession stand, bleachers, parking, large trees and <br />turf areas. The park provides recreation and relaxation for residents within the City and those that <br />live in the unincorporated areas of Colton. <br />In October 2005, the City of Colton applied for a grant from the County of San Bernardino to <br />seek funding for additional improvements to Elizabeth Davis Park as suggested by the City's <br />Comprehensive Park and Facilities Master Plan. Recognizing the need for the improvements, the <br />County of San Bernardino awarded the City of Colton $500,000 for additional improvements. <br />ANALYSIS/DISCUSSION: <br />In 2004, the City Council adopted a Comprehensive Park and Facilities Master Plan. One of <br />the improvements identified in the Master Plan correspondent to Elizabeth Davis Park is <br />renovation of the existing tot lot between the tennis and basketball court. Renovation of the tot <br />lot includes: removal of existing safety surfacing mat, installation of new safety surfacing mat, <br />and replacement of existing play equipment. <br />City crews will complete the removal of the safety surfacing mat. In accordance to Section <br />3.08. 100 (c) of the purchasing ordinance 0-12-03, the City of Colton Public Works Department <br />provided five (5) safety surfacing mat suppliers with notices inviting informal bids. The <br />requested informal bids were for the supply and installation of 3,959 square feet of new safety <br />surfacing mat material. The responses received are as follows: <br />
