FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF BID TO INLAND WATER WORKS SUPPLY COMPANY FOR THE <br />MATERIAL AND APPURTENANCES FOR THE CENTER STREET PROJECT IN <br />AN AMOUNT NOT -TO -EXCEED $45,992.55 AND REJECT WESTERN WATER <br />WORKS' BID AS NON-RESPONSIVE. <br />DATE: NOVEMBER 9, 2006 <br />BACKGROUND: <br />In October of 1999, the City of Colton approved a development plan with G.W. Singletary for the <br />extension of Center Street and the construction of the water and wastewater infrastructure in <br />Southwest Colton in an area known as Annexation 44. This plan was entered into to satisfy the <br />City's obligation for services in the area created in a 1991 agreement linked to the annexation. In <br />addition, development opportunities at several locations necessitate the installation of water and <br />sewer lines. <br />As part of the Center Street extension, the City of Colton Water and Wastewater Department has <br />begun the installation of the Water and Sewer lines. These utilities are to be installed before any <br />street improvements can begin. <br />DISCUSSION/ANALYSIS: <br />In accordance with the City's Purchasing Policy, requests for Sealed Bids were sent to National <br />Water Works, Inland Water Works and Western Water Works for the necessary material and <br />appurtenances for the Center Street Water Line. Sealed bids were opened at the Corporate Yard <br />Conference Room on Monday, November 6, 2006 at 3:00 p.m. Inland Water Works was the low <br />bidder in the amount of $45.992.55 (Attached Bid Analysis). <br />Western Water Works' bid had a few discrepancies, such as missing part items and incorrect <br />quantities; therefore, Staff is recommending rejection of Western Water Works' bid as non- <br />responsive. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Capital Improvement Account Number 521-8130-8106-3890- <br />0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />
