ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2006/2007 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET IN <br />THE AMOUNT OF $10,000 AND AMENDING THE SCOPE OF WORK <br />FOR THE CAPITAL PROJECTS: COLTON MUSEUM RESTORATION <br />AND FLEMING PARK IMPROVEMENTS TO INCLUDE THE DESIGN <br />AND INSTALLATION OF HOLIDAY LIGHT DECORATIONS. <br />DATE: NOVEMBER 15, 2006 <br />BACKGROUND: <br />In 2002, the City was awarded a state grant for improvements to the Carnegie Library, in the <br />amount of $50,000. Of these funds, twenty thousand dollars were used to improve the roofing <br />condition of the Carnegie Library. The remaining state funds total $29, 937. At this time the only <br />anticipated improvements to the Carnegie Library is the replacement of the Carnegie Library's <br />existing windows. <br />DISCUSSION/ANALYSIS: <br />November 1, 2005, Council action amended the fiscal year 2005/2006 Capital Improvement <br />Program (CIP) to include the Colton Museum Restoration Project. To accent the aspects of this <br />historic structure, staff requests the scope of the Colton Museum Restoration Project be amended <br />to include the design and purchase of holiday lighting decorations. The remaining budget for the <br />Colton Museum Restoration Project is sufficient to allow for both replacement costs of the <br />building's existing windows and design of holiday lighting decorations for the building. It is <br />anticipated that the design and installation of holiday lighting decorations will cost approximately <br />$18,000 and replacement of existing widows can be completed with the remaining $11,000. <br />The CIP currently includes the Fleming Park Improvements Project. Staff requests amending the <br />scope of work for this Project to include: design and installation of holiday lighting decorations. <br />These improvements, for both the Colton Museum and Fleming Park, will improve the community <br />aesthetics during the upcoming holiday season and will be available for reuse during future holiday <br />seasons. The funding for the amended scope of work is available in general fund monies and will <br />be not impact the available funds already earmarked for the proposed improvements to Fleming <br />Park.
