I'T'EM #22 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF NOVEMBER 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE FINAL SITE PLAN FOR THE DESIGN OF THE <br />VETERAN'S PARK SPORTS COMPLEX. <br />DATE: NOVEMBER 9, 2006 <br />BACKGROUND: <br />On May 16, 2006, the Colton City Council awarded a contract to Kwang Cook and Associates for <br />architectural design services required of Veteran's Park Sports Complex Project. The awarded <br />agreement was in the amount of $149,500. <br />The Veterans Park Sports Facility is a nine (9) acre park project. The project will construct three <br />baseball/softball fields. These fields will include the following amenities: stadium seating, sunken <br />dugouts, backstops and outfield fencing. The preliminary design of this project shows the three <br />playing fields symmetrically arranged and shaded by a common shade shelter. The park's open <br />space will have a small play structure and picnic area. All of the common area will have protective <br />netting to reduce the hazard of balls flying into the adjoining properties. <br />ANALYSIS/DISCUSSION: <br />Per the direction of the Colton City Council, on February 28, 2006 a joint meeting was held <br />between the City Council and the Recreation and Parks Commission to discuss the vision for <br />Veteran's Park. At that meeting, staff was given direction to design three ball fields while <br />preserving passive park area for uses other than the ball fields. Staff was also told to adhere to the <br />Parks Master Plan as much as possible. Initially, a teen center was included in the preliminary <br />design of the Veteran's Park Sports Complex; however, in order to preserve the passive open space <br />desired by both bodies Public Works staff was directed to work with the Colton Police Department <br />to evaluate alternate locations for the teen center. With the direction provided by the City Council <br />and the Recreation and Parks Commission, staff instructed Kwang Cook and Associates to <br />complete a final site plan for the Veteran's Park Sports Complex that excluded a teen center at the <br />park site (Exhibit "A"). <br />
