ITEM #6
CITY OF COLTON
AGENDA REPORT
FOR THE COUNCIL MEETING OF DECEMBER 19, 2006
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL;
HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS
FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS
0
SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF
ONE EMPLOYEE APPOINTMENT TO THE FULL-TIME POSITION OF
WATER UTILITIES OPERATOR.
DATE: DECEMBER 11, 2006
BACKGROUND:
In anticipation of a possible promotion, there is a need to establish an Eligibility List for a vacancy
of the full-time position of Water Utilities Operator to ensure reliable service continues to the
Community in a timely manner. The salary range for this position is $3224 — 3920.
DISCUSSION/ANALYSIS:
The Water Department currently has three vacancies which affect the number of employees
available to serve the City's growing water needs. Due to the current depletion of staff, crews are
being spread thin in order to respond to the on-going demand of necessary maintenance and
repair of our water system. In addition, due to the lack of manpower, capital improvement
projects, i.e., main line replacement, are taking longer to complete, which is causing more
inconvenience to residents. Filling these vacancies will help the Department meet its present and
future obligations and goals.
FINANCIAL IMPACT:
There are budgeted funds in the current fiscal budget for these salaries which will be charged to
Account 521-8100-8101-1010-0000-000 (Salaries) and 521-8100-8101-1100-0000-000 (Related
Benefits).
ENVIRONMENTAL IMPACT:
None
RECOMMENDATION:
Staff recommends the Colton Utility Authority approval of the request for recruitment and
ratification of an employee appointment to the full-time position of Water Utility Operator in the
Water Department.
Prepared by: Mike Medina
REVIEW TEA Y
City Attorney: 1 Finance Director: Q'
City Manager: OTHER: e
