R-01-26 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />PRIORITIZING PROJECTS TO BE FUNDED BY COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUNDS FOR FISCAL YEAR 2026-2027 <br />WHEREAS, the City Council of the City of Colton elected to enter into a <br />Cooperation Agreement with the County of San Bernardino in order to receive Community <br />Development Block Grant ("CDBG") funds; and <br />WHEREAS, as a "Cooperating City," the City of Colton anticipates receiving <br />$250,570 in CDBG funds for Fiscal Year 2026-2027; and <br />WHEREAS, the City Council, as the governing body of the City of Colton, is <br />required by statute to take a formal action approving a prioritized list of projects to be <br />recommended to the County for funding with CDBG funds for Fiscal Year 2026-2027 as part <br />of their Urban County Consolidated Plan to comply with CDBG program regulations and <br />subject to available funding; and <br />WHEREAS, the City Council seated a committee, known as the CDBG Ad Hoc <br />Committee, comprised of two (2) City Council members and two (2) Planning <br />Commissioners, to review the eligible projects and make funding recommendations to the <br />Council; and <br />WHEREAS, the CDBG Ad Hoc Committee met on January 13, 2026, and determined <br />their recommendations for prioritization of the available CDBG allocation; and, <br />WHEREAS, the City of Colton is required to inform the County of San Bernardino, <br />through completion of the Cooperating City Recommended Projects form, regarding the <br />priority of eligible projects to be funded with CDBG funds for Fiscal Year 2026-2027. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON, <br />DOES HEREBY RESOLVE AND FIND AS FOLLOWS: <br />SECTION 1. The City Council hereby finds and determines that the foregoing <br />recitals are true and correct. <br />SECTION 2. The City Council of the City of Colton hereby prioritizes the projects <br />for funding with CDBG funds in Fiscal Year 2026-2027, as listed on the Cooperating City <br />Recommended Projects Form, attached hereto as Exhibit A, and incorporated by reference. <br />SECTION 3. The City Council of the City of Colton has determined that the prioritization <br />recommendation in this Resolution is not a "project" requiring environmental review pursuant <br />to the California Environmental Quality Act (Public Resources Code, sections 21000, et seq.); <br />rather, this prioritization relates to a government funding mechanism that does not involve <br />any commitment to any specific project and, as a result, is excluded from the definition of <br />
