CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 16,2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />ITEM #2o <br />SUBJECT: AWARD A CONTRACT FOR TWO POLICE SUPPORT VEHICLES <br />FOR TO MOSS BROTHERS FORD IN AN AMOUNT NOT TO EXCEED <br />$27,393.84 AND NECESSARY EMERGENCY EQUIPMENT IN AN <br />AMOUNT NOT TO EXCEED $14,000.00 <br />DATE: January 8, 2007 <br />BACKGROUND: <br />At the City Council meeting of 6/20/06, the City Council approved the Budget for fiscal year <br />2006/2007. In the budget, funds were allocated from Police Impound Lot funds for the purchase <br />of police vehicles to augment the police department's support vehicles. <br />DISCUSSIONIANALYSIS: <br />Currently, the Police Department staff that operate the Impound Lot drive various police vehicles <br />between the police department and the impound lot. Often times, the employees are required to <br />drive fully equipped police units or drive their personally owned vehicles to conduct official <br />business. The department has determined the most utilitarian type vehicle for the department's <br />support services is Ford Ranger pick-ups. In addition to being available for the Impound Lot <br />personnel, they will also serve as back-up vehicles for Code Enforcement and Parking <br />Enforcement. The Police Department received bids for two (2) Ford Ranger Pick-ups from: <br />Moss Brother Ford in Colton ($ 27,393.84) <br />Fairview Ford in San Bernardino ($ 27,381.70) <br />Sunrise Ford in Fontana ($ 27,612.28) <br />Local Preference - The City of Colton has adopted a local preference program for those <br />bidders located within the City of Colton. A one percent (1%) price preference may be <br />applied to the total bid price during evaluation of the bid responses. To qualify as a local <br />business, the business must have fixed offices within the geographical boundaries of the <br />City of Colton and must credit all sales taxes paid resulting from this RFQ/P to that City <br />of Colton location. <br />$27,393.84 x 1 % = $273.94 Price Preference <br />Since the bid from Moss Ford is well within the 1 % price preference the Police Department is <br />proposing to utilize the Colton vendor, Moss Ford, for the purchase of two Ford Ranger Pick-ups. <br />Additionally, each vehicle will need police radios, emergency lighting and siren. Such equipment <br />will be purchased through existing vendors and installed by the San Bernardino County Radio <br />Service for an amount not to exceed $14,000 ($7,000.00 each vehicle) No general funds will be <br />used. Funding for the Ford Ranger Pick-ups and equipment will come from the Impound Lot <br />account. <br />
