ITEM #4 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF MARCH 6, 2007 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL; HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF ONE EMPLOYEE APPOINTMENT TO FULL-TIME POSITION OF WASTEWATER OPERATOR I OR II IN THE WASTEWATER DEPARTMENT DATE: MARCH 6, 2007 BACKGROUND: There currently is a vacancy of the full-time position of Wastewater Operator I in the Wastewater Division. The Wastewater Division received approval to recruit for a full-time position of Wastewater Operator I at the February 6, 2007 Council Meeting. After further consideration, the Wastewater Department feels that it would be in the Department's best interest to have the flexibility to fill this vacancy with a Wastewater Operator I or II. The Wastewater Operator I salary ranges from $3260 - $3964 per month and the Wastewater Operator II salary ranges from $3777 - $4592 per month. DISCUSSION/ANALYSIS: The vacated position was originally a Wastewater Operator II, and hiring a Wastewater Operator at this level would allow the Department to have another Operator to fulfill the needs of the stand- by and work schedules and would provide more experience within the Department. The plant already operates with a limited number of staff and a higher ranking Operator would be a definite asset to the Wastewater Department. Filling this vacancy is essential to ensure adequate shift coverage without expending unnecessary overtime utilizing other staff. FINANCIAL IMPACT: There are budgeted funds in the current fiscal budget for these salaries, which will be charged to Account Numbers 522-8200-8200-1010 (Salaries) and 522-8000-8200-1100 (Related Benefits). ENVIRONMENTAL IMPACT: None RECOMMENDATION: Staff recommends that the Colton Utility Authority approve the request for recruitment and ratification of an employee appointment to the full-time position of Wastewater Operator I or II in the Wastewater Division.
