ITEM #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 8, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZE AWARD OF A CONSTRUCTION AGREEMENT <br />FOR LAUREL ST./PAUL J. ROGERS ELEM. SCHOOL AND <br />HILLCREST AVENUE STREET IMPROVEMENT TO OLIVAS <br />VALDES, INC. AS THE LOWEST RESPONSIVE AND <br />RESPONSIBLE BIDDER, IN THE AMOUNT OF $334,120.50. <br />DATE: APRIL 25, 2007 <br />BACKGROUND: <br />Laurel Street/Dr. Paul J. Rogers Elementary School <br />Dr. Paul Rogers Elementary School is located at 955 W. Laurel Street in northwest Colton, adjacent <br />to Elizabeth Davis Park. The south side of Laurel Street, where the school is located, is within the <br />City's sphere of influence. City and County staff agreed that new sidewalk and handicap ramp <br />improvements are needed in this area. <br />During October 2005, the City of Colton submitted a grant proposal for improvements to Dr. Paul J. <br />Rogers Elementary School that would minimize unsafe paths to school for the children and their <br />parents. On November 1, 2005, the County of San Bernardino Board of Supervisors awarded the <br />City of Colton $500,000 for the improvements at Dr. Paul Rogers Elementary School. The <br />Agreement with the County for this Grant was accepted and approved by the City Council on July <br />18, 2006. Of the awarded amount, $300,000 was earmarked for installation of missing curb, gutter, <br />sidewalk, and handicap ramps. The remaining funds from the awarded grant were set aside for <br />school and pedestrian safety improvements. <br />Having completed the plans and specifications for the Laurel Street Improvement Project and Lytle <br />Creek Channel Improvement Project staff requested approval from Council to solicit bids for these <br />two projects. On March 6, 2007, Council authorized staff to solicit bids for the construction of these <br />two projects. <br />The scope of work correspondent to the Laurel Street Improvement Project includes installation of- <br />missing <br />£missing concrete curb, gutter, sidewalk, drive approach, and handicap ramps. The project limits are <br />as follows and shown in Exhibit A: <br />Laurel Street <br />— Teresa Avenue to Rancho Avenue. <br />Latham Street <br />— Laurel Street to Long Beach Drive. <br />Grand Avenue <br />— Stevenson Street to Long Beach Drive. <br />7/10/03 City Clerk's Office Cb <br />
