ITEM #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 19, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: PRESENTATION OF THE REDESIGNED VETERAN'S PARK <br />SPORTS COMPLEX SITE PLAN. <br />DATE: JUNE 13, 2007 <br />BACKGROUND: <br />Per the direction of the Colton City Council, on February 28, 2006 a joint meeting was held between <br />the City Council and the Recreation and Parks Commission to discuss the vision for Veteran's Park. <br />At that meeting, staff was given direction to design three ball fields while preserving passive park <br />area for uses other than the ball fields. Staff was also told to adhere to the Parks Master Plan as <br />much as possible. Initially, a teen center was included in the preliminary design of the Veteran's <br />Park Sports Complex; however, in order to preserve the passive open space desired by both bodies <br />Public Works staff was directed to work with the Colton Police Department to evaluate alternate <br />locations for the teen center. With the direction provided by the City Council and the Recreation and <br />Parks Commission, staff instructed Kwang Cook and Associates to complete a final site plan for the <br />Veteran's Park Sports Complex that excluded a teen center at the park site (Exhibit "X). <br />On May 16, 2006, the Colton City Council awarded a contract to Kwang Cook and Associates for <br />architectural design services required of Veteran's Park Sports Complex Project. The awarded <br />agreement was in the amount of $149,500. The Veterans Park Sports Facility is a nine (9) acre park <br />project. The project as originally designed will construct three baseball/softball fields. These fields <br />will include the following amenities: stadium seating, sunken dugouts, backstops and outfield <br />fencing. The preliminary design of this project shows the three playing fields symmetrically <br />arranged and shaded by a common shade shelter. <br />ANALYSIS/DISCUSSION: <br />On November 21, 2007, staff presented Council with the site plan completed by Kwang Cook and <br />Associates. The presented site plan posed concerns for some city residents. The concerns voiced <br />were primarily: 1) lack of passive park space 2) impacts to cultural resources 3) impacts to parking <br />and 4) other sites were available for the project. In response to concerns voiced by city residents, <br />staff was requested to redesign the Veterans Park Sports Complex Project to minimize the impacts to <br />
