ITEM #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 17, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE AMENDMENT RENEWING THE TRAFFIC SIGNAL <br />MAINTENANCE AGREEMENT FOR REPUBLIC ELECTRIC, IN THE <br />AMOUNT OF $75,000. <br />DATE: July 10, 2007 <br />BACKGROUND: <br />As provided for by Section 3.08.110 of the city's purchasing ordinance, staff began the formal <br />bidding procedure for award of a non-public project by advertising the bid opening for traffic signal <br />maintenance services in May 2006. The lowest responsible bidder responding to this request for <br />bids was Republic Electric. Council awarded a maintenance agreement to Republic Electric on <br />July 18, 2007, which was renewable for up to five years. The base bid received from Republic <br />Electric was correspondent to the number of traffic signals within the City at the time of the bid, this <br />amount was $69.00 per traffic signal per month. The awarded agreement to Republic Electric for <br />fiscal year 2006/2007 included regular maintenance for forty signalized intersections, totaling <br />$33,120. As requested by the advertised bid, the contractor awarded the traffic signal <br />maintenance agreement would also provide emergency call -out services as needed by the city for <br />the term of the regular maintenance agreement. The traffic signal maintenance agreement <br />awarded in 2006/2007 also allotted $30,000 for call -out services; therefore the total compensation <br />provided for by the awarded agreement was $63,120. <br />DISCUSSION/ANALYSIS: <br />During fiscal year 2006/2007 additional traffic signals were added to the City's infrastructure. At <br />this time the City has a total of forty-one (41) traffic signals requiring monthly maintenance. Staff <br />requests the awarded agreement be renewed for its second term beginning July 1, 2007 and <br />ending June 30, 2008, in the amount of $75,000; of this amount $33,948 will be required for the <br />regular monthly maintenance and the remaining $41,052 for emergency call -out needs. <br />FINANCIAL IMPACT: <br />The Engineering Divisional account budgeted for traffic signal maintenance, 100-6150-6151-2460, <br />has an available balance of $83,000.
