FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS SUBJECT: APPROVAL OF REQUEST FOR CONTINUOUS RECRUITMENT AND RATIFICATION OF EMPLOYEE APPOINTMENTS TO FULL-TIME POSITION OF WASTEWATER OPERATOR I OR II IN THE WASTEWATER DEPARTMENT DATE: AUGUST 27, 2007 BACKGROUND: There currently is a vacancy of the full-time position of a Wastewater Operator in the Wastewater Division, as one of the Wastewater Operator employees has accepted another position effective August 31, 2007. The Wastewater Operator I salary ranges from $3483 - $4233 and the Wastewater Operator II salary ranges from $4005 - $4868 per month. DISCUSSION/ANALYSIS: Staff would like to have the ability to go through a continuous recruitment process to fill current and future vacancies as needed, not to exceed the current authorized budgeted positions. The plant already operates with a limited number of staff and filling vacancies are essential to ensure adequate shift coverage without expending unnecessary overtime utilizing other staff. FINANCIAL IMPACT: There are budgeted funds in the current fiscal budget for these salaries, which will be charged to Account Numbers 522-8200-8200-1010 (Salaries) and 522-8000-8200-1100 (Related Benefits). ENVIRONMENTAL IMPACT: None RECOMMENDATION: Staff recommends that the Colton Utility Authority approve the request for continuous recruitment and ratification of an employee appointment to the full-time position of Wastewater Operator I or II in the Wastewater Division, not to exceed the current authorized budgeted positions.
