ITEM #2 <br />SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/ <br />COLTON UTILITY AUTHORITY OF THE CITY OF COLTON <br />August 13, 2007 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of <br />Colton was held at 5:44 p.m. on the above -given date at in the Council Chambers of City Hall, <br />located at 650 North La Cadena Drive, Colton, California Mayor Chastain presiding. Notice of <br />Special Meeting was given on August 9, 2007, in compliance with Government Code Section 54956. <br />ROLL CALL: <br />Councilmembers present were Suchil, Mitchell, Oliva, Yzaguirre, Toro, and Mayor Chastain. Also <br />present were City Manager Parrish and City Clerk Padilla. Absent CM De La Rosa <br />PUBLIC COMMENT <br />None. <br />MAYOR AND COUNCIL ITEMS: <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />AUGUST 13, 2007. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict of <br />interest pursuant to CMC Section 2.04.030. None disclosed by the members present. <br />Said Special Meeting shall be for the purpose of studying on the following matters: <br />To Discuss and Review the Approach and Strategy to Island Annexations for the <br />Unincorporated Areas in Colton's Sphere of Influence. <br />City Manager Daryl Parrish the intent of the workshop is to obtain direction from the members of <br />council for island annexations for the unincorporated areas in the City of Colton sphere of influence. <br />This would include allowing all attendees to listen, advise, ask questions, express concerns, and <br />make comments. It is anticipated at the conclusion Council would give clear direction how to <br />proceed. <br />Mayor Pro Temp Suchil inquired as to who received notice of the special meeting. Mayor Chastain <br />pointed out members of council, staff members, San Bernardino County Board of Supervisor <br />Gonzales who sent Field Representative Dan Flores. The mandatory notice of the special meeting <br />was posted as required by the government code. <br />Assistant City Manager (ACM) Mark Nuaimi outlined the PowerPoint Presentation (44 slides) entitled <br />"City of Colton Annexation 2007-2008 — Community Outreach and Public Education Program." <br />The following slide captions are all inclusive: <br />✓ Introduction <br />✓ Research/Message Development <br />✓ Toll -Free Information Line <br />✓ Web Site <br />
