ITEM #17 <br />CITY OF COLTON <br />REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 18, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARK NUAIMI, ASSISTANT CITY MANAGER <br />SUBJECT: REPORT ON ACTIONS TAKEN IN RESPONSE TO <br />CITY COUNCIL ADOPTION OF URGENCY <br />ORDINANCE NO. 0-21-06 - AN ORDINANCE OF <br />THE CITY COUNCIL OF THE CITY OF COLTON <br />ENACTING A MORATORIUM ON THE <br />APPROVAL OF LAND USE ENTITLEMENTS AND <br />PERMITS WITHIN THE LA LOMA HILLS / <br />PELLISIER RANCH AREA. <br />DATE: September 10, 2007 <br />BACKGROUND: <br />On October 17, 2006, the City Council approved Urgency Ordinance No. 0-21-06, <br />effective for forty-five (45) days, establishing a moratorium on the approval of land use <br />entitlements and permits within the La Loma Hills/Pellisier Ranch area of the City <br />("Pellisier Ranch Moratorium') and on November 21, 2006 adopted an extension <br />ordinance, 0-22-06, extending the Pellisier Ranch Moratorium an additional ten (10) <br />months and fifteen (15) days,.expiring on October 17, 2007,. <br />The Pellisier Ranch moratorium was approved by 4/5ths vote of the City Council based <br />upon concerns that some land uses could be approved that would be incompatible with <br />the recommendations from the EDSPAC (Economic Development Strategic Planning <br />Advisory Committee) and the City's expressed land use vision for the Pellisier Ranch <br />Area. Such land uses would also be incompatible with the contemplated General Plan <br />and zoning revisions being considered, including changes in land use designations and <br />General Plan goals and policies that attempt to mitigate the impacts of intense land uses <br />on surrounding properties. <br />
