CITY OF COLTON
AGENDA REPORT ITEM #6
FOR COUNCIL MEETING OF OCTOBER 2, 2007
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR
SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OF MAINTENANCE
ELECTRICIAN TO SENIOR SUBSTATION ELECTRICIAN
DATE: September 12, 2007
BACKGROUND:
Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or
department head may request that a classification study be formally conducted "...at any time
provided that such requests cannot be made more than once a year..." The process directs that
certain steps be taken and it requests input and approval of the immediate supervisor and
department head. The Human Resources Director reviews and evaluates the Position
Questionnaire and submits a recommendation to the City Manager for approval or denial. A
timeline is strictly observed to protect the employee's appeal rights.
On September 6, 2007, a department head in the Electric Department was provided with "Request
for Reclassification" form. On September 10, the employee submitted all of the required documents
to the Human Resources Department. The City Manager approved the request on September 24.
DISCUSSION/ANALYSIS:
The classification of Senior Substation Electrician performs many tasks. Some of these include:
installs, programs and tests various electrical equipment; responsible for the electric utility
substation, generation, machinery, electrical systems, operations and maintenance. In addition, the
Senior Substation Electrician is an advanced journey classification. The incumbent Maintenance
Electrician has been performing the duties of a Senior Substation Electrician in an acting capacity
for approximately six months. Mr. Gonzales has been performing the duties in an excellent
manner and will continue to allow the department to improve efficiency in its operation.
The International Brotherhood of Electrical Workers contacted Human Resources regarding the
status of the incumbent and asked if he was going to be placed in the position permanently. There
were two options to consider: reclassifying the employee or opening a closed/promotional
recruitment. The former option was the better choice being that the incumbent has been performing
the duties for some time. The incumbent was required to fill out the forms required for
reclassification. As a result and after a review of the submitted documents, the Human Resources
Department supports the reclassification. Listed below is the proposed classification and salary
range.
The employee's reclassification is retroactive to September 10, which was when all the required
documents were submitted to Human Resources.
Current
Proposed
Department
Classification
Classification
Proposed Monthly Salary Range
Senior
Electric
Maintenance
Substation

$5,712 Step A to $6,943 Step E"
"N'
Electrician
Electrician
The employee's reclassification is retroactive to September 10, which was when all the required
documents were submitted to Human Resources.
