ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF October 16, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: BOB MILLER, CHIEF OF POLICE <br />SUBJECT: Request to approve the acceptance of the Citizen Option for <br />Public Safety Grant in the amount of $100,000.00 and adopt the <br />Budget Amendment. <br />DATE: October 1, 2007 <br />BACKGROUND: <br />The State of California, Department of Justice, is providing funds for the Citizen Option for Public <br />Safety (COPS) Grant for local law enforcement purposes. The grant is based upon population, <br />and it is estimated that the grant amount will be $100,000.00. These grant funds must be <br />expended within a two-year period. The grant funds are distributed through the San Bernardino <br />County Auditor / Controller's Office. The California Government Code requires the establishment <br />of a Capitalization Supplement Law Enforcement Oversight Committee in each county. The <br />Committee must certify that they have received and approved an expenditure plan from the <br />governing board of the agency receiving the funding. This requirement must be completed prior <br />to any funds being disbursed. This plan must be submitted to the committee through the San <br />Bernardino County Sheriff's Department. There are no matching funds required for this grant. <br />DISCUSSION / ANALYSIS: <br />The Police Department is seeking approval to use these funds to acquire law enforcement <br />technology related equipment within the guidelines of the grant. It is anticipated that this grant will <br />be combined with other funds to purchase an integrated Records Management and report writing <br />system. The system should increase the efficiency and flow in completing, approving, filing, <br />dispersing, and overall management of the large amount of reports generated on a daily basis. In <br />addition, we expect to save employee time by abolishing the current manual data entry process. <br />In the event the funding needs for an integrated Records Management System are unattainable, <br />we request the authorization to use this grant for other law enforcement front-line related <br />equipment. These funds are generally distributed through the County, to the Police Department, <br />with interest. The exact amount of interest is unknown. The Police Department has received this <br />COPS grant for several years and hopes to continue as long as funding is available. <br />FINANCIAL IMPACT: <br />The State grant award provides approximately $100,000.00, plus interest, for the grant period. <br />There are no matching funds required for this grant, and there is no impact to the General Fund. <br />Revenue Account 225-5890 will be increased in the amount of $100,000.00, plus interest accrued. <br />Expenditure Account 225-6070-6088-4930 will also be increased proportionally to cover the <br />expenses up to $100,000.00, plus accrued interest. <br />
