ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION FOR SUBMISSION OF AN APPLICATION <br />FOR THE SAFE ROUTE TO SCHOOLS GRANT PROGRAM. <br />DATE: October 30, 2007 <br />BACKGROUND: <br />Established in 1999, the State Safe Routes to School (SR2S) program came into effect from the <br />passage and signing of Assembly Bill 1475 (AB 1475). In 2001, Senate Bill 10 (SB 10) was <br />enacted which extended the program for three additional years. In 2004, SB 1087 was enacted <br />to extend the program three more years. A new bill, AB 57, was introduced in December 2006 <br />to extend the program until January 1, 2013. This funding source is primarily to fund <br />construction projects that would improve the safety of students who walk or bike to school. The <br />California Department of Transportation (Caltrans) has opened the application period for the <br />seventh cycle of the Safe Routes to School Grant Program, for which the application period <br />closes on November 16, 2007. <br />DISCUSSION/ANALYSIS: <br />City staff requests authorization to submit two applications. One of the applications will be for the <br />following improvements near Lincoln Elementary School: installation of an eight inch wide concrete <br />walkway extending from Lincoln Elementary School southerly to East `B' Street. The cost estimate <br />for these improvements is $135,388. The second application is for improvements near Grant <br />Elementary School and Colton Middle School. The proposed improvements are for solar powered <br />flashing beacons, in -pavement crosswalks, and replacement of missing sidewalk and handicap <br />ramps in the residential neighborhood near the two schools. The cost estimate for these <br />improvements is $495,860. <br />FINANCIAL IMPACT: <br />At this time the submittal of the applications will not have any financial impact. If the City is <br />awarded either grant, the City must provide ten percent (10%) of the total cost of the project. The <br />match of ten percent can be provided by amending the five year Measure I plan for fiscal year <br />2008/2009 to include the needed match that will not exceed $65,000, if both grants are awarded. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />
