CITY OF COLTON ITEM #1 <br />SUPPLEMENTAL AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 4, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Approve and Adopt Amended Resolution for the City Clerk <br />DATE: November 27, 2007 <br />BACKGROUND: <br />During the last few months, the City Clerk met with the Council negotiations sub -committee to <br />discuss a salary increase for the non-statutory/non-elected duties assigned to the position of City <br />Clerk for the current term of office. After meetings with the City Clerk and City staff, a salary of <br />$5,036 has been agreed upon (this includes the $400 auto allowance). <br />This item was previously discussed with the City Council at its November 6, 2007 meeting. <br />Following its discussion, the Council directed staff to address the following issues: (1) provide <br />information complied by staff regarding City Clerk salary comparisons; (2) detail the <br />elected/statutory duties and the supplemental (non -statutory) duties performed by the City Clerk in <br />Colton; (3) discuss why the City Clerk is not considered to be an "employee" of the City; (4) discuss <br />why it is not a "conflict" for the elected City Clerk to perform the additional supplemental duties; and <br />(5) discuss the impact of the City's policy requiring the recruitment of a position even when there is <br />a person in place performing the duties. <br />Accordingly, these additional issues have been addressed below where noted in bold. <br />DISCUSSION/ANALYSIS: <br />COMPENSATION <br />The proposed salary of $5,036 was derived by adding 3% per year to the current salary of $4,095 <br />and compounding it for seven years; the City is eliminating the $400 auto allowance and adding it <br />to the proposed salary (the same was done for the directors some time ago) making the entire <br />monthly salary $5,436. The City Clerk will maintain a mileage log and submit City -related business <br />mileage in excess of fifty (50) miles used in a personal vehicle for reimbursement pursuant to the <br />City's AB 1234 reimbursement policy and current practice for the Executive Unit; said <br />reimbursement will be non-taxable. In addition to the proposed salary for her non-statutory/non- <br />elected duties, the City Clerk will continue to receive the $370 stipend provided for by Ordinance <br />1572 (Colton Municipal Code Section 2.12.010) for her statutory duties as an elected official. <br />Supplemental Issue #1 (Salary Comparisons): Earlier this year, the City Clerk and Human <br />Resources Department worked on a salary survey for the positions of City Clerk and Records <br />Manager (See Attached Survey Results). For City Clerk, the following cities were surveyed: <br />Banning, Chino, Loma Linda, Rancho Cucamonga, Redlands & Rialto. The average top step <br />salary is $8,166. For Records Manager, the following cities were surveyed (positions comparable <br />to a Records Manager are noted in parenthesis): Fontana (Deputy City Clerk/Records <br />Coordinator), Ontario (Records Manager), Rancho Cucamonga (Records Coordinator), Rialto <br />(Records Coordinator) and San Bernardino (Records Management Coordinator).
