ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 5, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Authorize the City Manager to execute a First Amendment to the <br />City's existing standard Professional Services Agreement with TMG <br />Communications, Inc., extending the term of the agreement to <br />February 29, 2008; expand the scope of services; and increase the <br />total compensation not to exceed five thousand seven hundred twenty <br />eight dollars and seventy-two cents ($5,728.72) <br />DATE: January 28, 2008 <br />BACKGROUND: <br />In 2006, the City of Colton initiated proceedings to annex the seven (7) islands contained within the <br />City's Sphere of Influence. At the September 19, 2006 meeting, the Colton City Council directed <br />staff to abandon the island annexation efforts and to work with the County to develop a cooperative <br />approach to annexation. <br />Subsequent to the City Council's action to terminate the annexation process, city staff contacted <br />LAFCO to determine what (if any) impact this might have on future actions before LAFCO. <br />LAFCO policy currently requires cities to annex their island areas prior to additional annexation <br />applications being approved. This policy is currently impacting a number of communities in San <br />Bernardino County and will likely affect Colton in the future. In the case of Colton, there are a <br />number of development projects that require annexation into the city. These future annexation <br />efforts in Colton may be impacted until such time that the islands are brought into the city. <br />DISCUSSION/ANALYSIS: <br />The City of Colton continues to evaluate an island annexation plan, which was brought to Council <br />for discussion in July 2007. At that time, Staff was directed by Council to engage in a more <br />concentrated outreach effort to residents within the unincorporated areas. For the most part, this <br />has been completed by staff by hosting two community open houses for county pocket residents. <br />The first was on November 17 at Paul Rogers Elementary School; the second was held December 1 <br />at Reche Canyon Elementary School. <br />Staff is proposing to hold one last annexation open house on February 13, 2008 at the Arrowhead <br />Regional Medical Center. It is anticipated that representatives from both San Bernardino County <br />Supervisors Gonzales and Hansberger will be present at that open house. <br />
