CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 5, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Consider Approval of Surplus Fire Engine Donation to the San <br />Bernardino County Sheriff's Office for Ten Training Slots at the <br />Sheriff's Emergency Vehicle Operations Center. <br />DATE: <br />BACKGROUND: <br />January 28, 2008 <br />ITEM #8 <br />The San Bernardino County Sheriff's Office operates an Emergency Vehicle Operations Center <br />(EVOC) in Devore, where emergency driving techniques are taught by Sheriff's driving instructors. <br />A one day course includes classroom instruction and emergency driving techniques on a road <br />course and skid pad. As part of the Colton Fire Department's Driver Training Program, <br />Department emergency drivers attend this class once every three years, using a reserve fire <br />engine or a reserve paramedic squad on the road course and skid pad. <br />The Sheriff's Office plans to offer this course to more fire departments in the area and is in need <br />of a used fire engine for the driving portion of the class. They have offered to provide ten training <br />slots in exchange for a surplus fire engine. <br />DISCUSSION/ANALYSIS: <br />The Fire Department has a 1982 fire engine that has been out of service in a surplus status for <br />approximately four years. The San Bernardino County Fire Department's Vehicle Maintenance <br />Shop Manager has estimated its value at approximately $2,500. <br />The Fire Department pays the Sheriff's Office $250 for each student we send to the EVOC and <br />we also supply our own reserve fire engines to drive. The proposed exchange will enhance our <br />driver training program, reduce driver training costs, and save wear and tear to our reserve fire <br />engines when they are used on the EVOC course. <br />If this exchange is not approved, the Fire Department will begin the process to sell the surplus <br />engine that we're proposing to exchange. <br />FINANCIAL IMPACT: <br />The Fire Department will save approximately $2,500 in training costs and also any costs <br />associated with properly disposing of the surplus fire engine. <br />
