ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMANDA RHINEHART; INTERIM PUBLIC WORKS ADMINISTRATOR <br />SUBJECT: APPROVE THE FIRST AMENDMENT TO TRANSPORTATION <br />ENGINEERING AND PLANNING PROFESSIONAL SERVICES <br />AGREEMENT FOR TRAFFIC ENGINEERING SERVICES IN THE <br />AMOUNT OF $55,000. <br />DATE: FEBRUARY 12, 2008 <br />BACKGROUND: <br />The City Engineering Division has a regular need to contract traffic engineering services. These <br />services provide the Engineering Division: intersection analysis, traffic count data, trip generation <br />studies, policy area compliance and signal warrant analysis. The city utilizes these traffic <br />engineering services for project development and to respond to identified traffic safety concerns. <br />DISCUSSION/ANALYSIS: <br />Council awarded traffic engineering services to Transportation, Engineering, and Planning Inc <br />(TEP) for a term beginning November 2007 thru October 2008, in the amount of $72,000. The <br />awarded agreement was to accommodate the recurring month to month traffic engineering needs <br />such as: signal timing, minor project development, and plan check. In addition to the routine <br />monthly services currently provided by the existing agreement the following traffic analysis studies <br />need to be completed for identified capital improvement projects:1) review of proposed traffic <br />control devices on Mount Vernon at Chavez Park, 2) traffic analysis of proposed Eighth Street <br />closure, 3) analysis of left turn restriction on La Loma at La Cadena Project, 4) review of the Agua <br />Mansa Commercial Center traffic study, 5)signal coordination study for Washington/Mount Vernon, <br />6) review intersection approach geometry for Mt. Vernon and La Cadena, 7) right turn overlap <br />plans for Barton at Washington, 8) 2008 comprehensive speed zone study. <br />Staff recommends amending the existing traffic engineering services agreement to complete the <br />identified assignments. Transportation, Engineering and Planning is compensated at an hourly <br />rate. Due to the increase in traffic engineering assignments needed for capital projects, as <br />identified above, the hours that will be provided to the City will increase. As authorized by the <br />purchasing ordinance Section 3.08.140, the City Manager can recommend to award non public <br />projects with Council concurrence without public bidding. Staff recommends amending the TEP <br />professional services agreement for the first time in the amount not to exceed $55,000; <br />compensation of the agreement would total $127,000. <br />7/10/03 City Clerk's Office Cb <br />
