ITEM #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL <br />AND COLTON UTILITY AUTHORITY MEETING OF FEBRUARY 19, 2008 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL, <br />HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER <br />OPERATIONS <br />SUBJECT: APPROVAL TO EXTEND EDWARD BABCOCK & SONS, INC. CONTRACT <br />FOR AN ADDITIONAL THREE MONTHS FOR WASTEWATER/PRE- <br />TREATMENT/INDUSTRIAL ANALYTICAL LABORATORY SAMPLING <br />SERVICES. <br />DATE: FEBRUARY 11, 2008 <br />BACKGROUND: <br />The State Department of Health Services requires the City to perform laboratory testing on its <br />potable water, and the Regional Water Quality Control Board requires the City to perform <br />laboratory testing on the effluent being discharged to the RIX Facility. Laboratory testing for <br />Wastewater are required on a daily basis (weekends included). <br />DISCUSSION/ANALYSIS: <br />On March 7, 2005 a three year contract was awarded to Edward Babcock & Sons, Inc.; Babcock's <br />three year contract will expire on March 7, 2008. Due to regulatory changes, permit compliance <br />and process control requirements, additional wastewater quality analyses are required. <br />The Purchasing Department is currently in the process of gathering the data and putting the bid <br />packet together to solicit qualified State of California accredited laboratories. Due to the bid <br />process, the Purchasing Department will not be able to meet the March 7, 2008 deadline to award <br />a contract; therefore, Staff is requesting a three (3) month contract extension to Edward Babcock <br />& Sons, Inc. <br />FINANCIAL IMPACT: <br />Sufficient funds are budgeted and available each year for the wastewater laboratory analysis. <br />The funds for the laboratory analysis will be charged to Account Number 522-8200-8200-2350. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: E.S.
