ITEM #22 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 5, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2008/2009 CAPITAL IMPROVEMENT PROGRAM BUDGET, IN THE <br />AMOUNT OF $10,000, FOR THE CDBG 104-33105/3377 PROJECT; <br />AUTHORIZE THE AWARD OF A CONSTRUCTION AGREEMENT <br />FOR THE CDBG 104-33105/3377 PROJECT TO PORTSMOUTH <br />CONSTRUCTION, IN THE AMOUNT OF $140,000.00. <br />DATE: JULY 28, 2008 <br />BACKGROUND: <br />The CDBG 104-33066 Project is listed in the Fiscal Year 2008/2009 Capital Improvement <br />Program (CIP). The scope of the CDBG 104-33105/3377 Project includes construction of the <br />following improvements: missing concrete curb, gutter, sidewalk, and handicap ramp along Olive <br />Place and Fairview Avenue. These improvements are in the residential community surrounding <br />Alice Birney Elementary School and are located within the CDBG Census Tract 70. <br />DISCUSSION/ANALYSIS: <br />Staff formally bid the CDBG Project 104-33105/3377 compliant with the bidding procedures for <br />public projects established by the Section 3.08.090 of the purchasing ordinance. This project was <br />bid to include a single optional bid item that would provide a cost for concrete improvements along <br />Palm Drive, near the project site. The optional item was separated from the base bid because the <br />project's original scope of work did not identify improvements to Palm Drive <br />The engineer's estimate for the construction of the improvements along Olive Place and Fairview <br />Avenue totaled $171,000.00; the engineer's estimate for the optional bid item totaled $122,458. <br />The bidding information for this project was advertised beginning on June 20, 2008 and the bid <br />opening was conducted on July 24, 2008. Staff received formal proposals from fourteen (14) <br />firms, with their corresponding base bid amounts as follows: <br />1. Portsmouth Construction <br />$ 140,000.00 <br />2.
