ITEM #23 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: AUTHORIZE SOLICITATION OF BIDS FOR THE AGUA MANSA ROAD/RANCHO AVENUE TRAFFIC SIGNALIZATION PROJECT. DATE: AUGUST 6, 2008 BACKGROUND: The Agua Mansa Road/Rancho Avenue Traffic Signalization Project is part of the Fiscal Year 2008/2009 CIP (Capital Improvement Program). The traffic signalization at this intersection include installation of four (4) mast arm poles, five (5) Type A-1 poles (10 ft.), emergency vehicle pre-emption and battery back-up system unit, striping, handicap ramps, three (3) pedestrian crossings, and loop detection system. This improvement will provide traffic safety to the growing number of motorists that use Agua Mansa Road and Rancho Avenue. It will also eliminate traffic congestion at this intersection especially during A.M. and P.M. peak hour. Presently, Agua Mansa Road and Rancho Avenue is a four (4) way STOP intersection. ANALYSIS/DISCUSSION: The Plans, Specifications and Construction Estimates for this project have been completed by KOA Corporation. This project is now ready for construction. The Engineer's Estimate for the Project is $270, 838.00. The Plans and Engineer's Estimate for this project are attached as Exhibit A and B respectively. During the bidding process every attempt will be made by the Public Works/Engineering staff to ensure a wide range of potential bidders are reached. The City will advertise in local newspapers and `plan houses' where contractors can view the Project's plans, specifications and documents; these proceedings are compliant to the process identified by the City's purchasing ordinance 0-12- 03, Section 3.08.050 and 3.08.090. Staff requests authorization to solicit bids for the construction phase of this project.
