ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />=nD rn11A1r'_11 MFFTIN(. n1= AI1r.1IST 1Q gnnR <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Request Recruitment and Ratification of Employee Appointment to <br />the Position of Electric Utility Associate or Assistant Engineer; <br />Approve the resolution establishing the Assistant Engineer salary <br />range and job descriptions. <br />DATE: <br />August 11, 2008 <br />BACKGROUND: <br />The Electric Utility has been without an in-house electrical engineering staff since January 2006. <br />The utility currently contracts with AC Electric Systems to provide engineering support; however, <br />part of the succession plan for the engineering division of the utility is to transition over to in-house <br />staff to provide ongoing electrical engineering support. <br />DISC USSION/ANALYSIS: <br />Like many electric utilities in the state, the City of Colton Electric Utility is faced with the challenge <br />of an aging infrastructure, in addition to sustained load growth. Meeting these challenges while <br />maintaining system reliability, power quality, and compliance with state and federal reliability <br />requirements dictates the need for in-house electrical engineering support. A second component <br />to the need for in-house electrical engineering support is the utility's aging workforce; part of the <br />succession plan for the engineering division is to recruit and retain staff to provide ongoing <br />engineering support. The utility desires to establish an engineering series via an Electric Utility <br />Assistant Engineer and Electric Utility Associate Engineer. The intent is to hire only one position; <br />either an Assistant or Associate Engineer, depending on the qualifications of the candidates that <br />apply.
