CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF SEPTEMBER 16, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: DILU DE ALWIS, FINANCE DIRECTOR SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION OF FULL-TIME POSITION OF ACCOUNTING MANAGER FOR THE FINANCE DEPARTMENT. DATE: ITEM #5 BACKGROUND: The fiscal year 2008-09 budget was approved by the City Council, Colton Utility Authority and Agency Board on June 17, 2008 and included staffing levels as indicated in the various department organization charts. The salary range for the Accounting Manager position being recommended by staff is $6,359 - $7,948 per month. DISCUSSION/ANALYSIS: The Finance Department organization chart demonstrated a vacancy of the Assistant Finance Director position and proposed filling this vacancy with an Accounting Manager. This is a key position for the department and the organization to coordinate the essential tasks such as the annual audit, assist with budget preparation, maintaining debt service on all City and Agency debt, etc. This position also requires performance of the more difficult and complex accounting duties of the work unit including the preparation of financial and administrative reports, oversight of the monthly close of the general ledger, and approval of accounts payable etc. In -lieu of filling this position, the Finance Department will not fill the currently authorized and funded Budget Analyst position. The savings from under -filling the Assistant Finance Director position with an Accounting Manager will be approximately $12,000 per year. FINANCIAL IMPACT: The costs associated with this position are included in the Finance department's budget in the salary and benefits accounts and was presented and approved by Council on June 17, 2008.
