Cassel, Economic Development Director <br />SUBJECT: Authorization to Award a Demolition Contract to DJOA in the <br />Amount of $268,000 for the Demolition of the Colton Palms <br />Senior Housing facility. <br />DATE: September 10, 2008 <br />BACKGROUND <br />On July 15, 2008, the Agency Board authorized the issuance of bids for the Colton Palms <br />Senior Housing facility and authorized retaining the services of Technical Services Inc., Thomas <br />I. Williams, to prepare the bids and specifications and to serve as the project manager for the <br />demolition of the Colton Palms Senior Housing facility. <br />The demolition project includes demolishing 14 existing structures including: nine three-story <br />apartment buildings totaling 92,013 sf.; four separate buildings within the complex known as the <br />storage building, community building, crafts building, library, and a laundry building that total <br />about 5,808 sf.; and a 374 sf. maintenance building. <br />This project site is located at 510 North La Cadena Drive and encompasses about 2.4 acres. <br />The project site is designated General Commercial by the City's General Plan and zoned C-2 <br />(General Commercial Zone). The project site is surrounded by low-density residential <br />development and commercial uses. To the north is the City's Civic Center which includes City <br />offices and the Police Department; to the east are single-family residences; to the south are <br />commercial uses; and to the west are small businesses and Fleming Park. <br />Demolition will consist of two phases. Phase One is described as heavy demolition in which the <br />wood -framed structures will be knocked down and hauled off. It is expected that Phase One will <br />require two to three track backhoes with scoop buckets, two or more track loaders and six to <br />eight heavy duty dump trucks with open trailers. Phase One will take approximately one month <br />to complete. Phase Two consists of demolishing hard surfaces, such as concrete slab and <br />foundation structures, pavements, and walkways. Once demolished, the surfaces will be <br />cleared from the site. Phase Two also includes removing utilities. The existing utility lines will <br />be capped prior to the onset of the project. Phase Two will require the use of two track <br />backhoes with mounted hammers that can shear -cut rebar, two or more tack loaders, and six or <br />more heavy duty dump trucks. It is expected that Phase Two will take approximately three <br />weeks to complete. The two phases will occur sequentially, so it is expected that the project will <br />take under two months. The proposed demolition will require approximately 18-20 workers and <br />20-24 vehicles. <br />
