ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 7, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Consider Approval of Request for Recruitment and Ratification of <br />Employee Appointment to the Positions of Fire Captain and Fire <br />Engineer <br />DATE: March 30, 2009 <br />BACKGROUND: <br />Currently there is one vacant captain's position in the Fire Department, and it is anticipated that an <br />additional captain and four engineers will retire on June 30, 2009, after accepting Golden Handshake <br />retirements. The existing captain's eligibility list has expired and the existing engineer eligibility list will <br />expire on June 17, 2009. In order to fill these vacancies, updated eligibility lists for both positions will be <br />required. <br />DISCUSSION/ANALYSIS: <br />As part of the city—wide budget reduction plan, the Fire Department will be reducing total staffing by six <br />positions -- three firefighter -medics and three firefighters. These reductions are being facilitated by the <br />early retirements of one captain and four engineers, combined with the existing captain's vacancy. The <br />filling of these positions does not violate the conditions of PERS regulations in relation to a golden <br />handshake, which were approved by Council on March 17, 2009. The City is permitted to keep vacant <br />lower level positions equal to the number of employees who retire with a golden handshake. <br />The vacancies will be filled through an internal promotional process, and will result in the over- all <br />reduction of six positions. <br />FINANCIAL IMPACT: <br />Funds for the position(s) have been budgeted in the 2008/2009 Fiscal Year in Account Number 100- <br />6090-6091-1010 (Salaries) and 100-6090-6091-1100 (Salary Related Benefits). <br />Budget <br />Year -to -Date <br />Open Encumbrances <br />Available Funds <br />Expenditures <br />100-6090-6091-1010 <br />$2,710,476.32 <br />$1,835,125.68 <br />100-6090-6091-1100 <br />$918,507.82 <br />$182,013.18 <br />ENVIRONMENTAL IMPACT: <br />None. <br />
